第二条（住民基本台帳カードに関する経過措置）
In the application of Articles 30-20 and 30-21, paragraph (2) of the Order for the Enforcement of the Residential Basic Book Act prior to amendment by the provisions of Article 1 (hereinafter referred to as the "Former Order for the Enforcement of the Residential Basic Book Act" in this paragraph) to a Basic Resident Register Card (meaning a Basic Resident Register Card prescribed in Article 30-44, paragraph (1) of the Residential Basic Book Act (Act No. 81 of 1967) prior to amendment by the provisions of Article 19 of the Number Use Arrangement Act (hereinafter referred to as the "item (iii) Former Residential Basic Book Act"), issued pursuant to paragraph (3) of that Article before the day this Cabinet Order comes into effect (hereinafter referred to as the "Effective Date"); the same applies in the following paragraph and Article 9 of the Supplementary Provisions) in the case where the provisions then in force continue to govern pursuant to Article 20, paragraph (1) of the Number Use Arrangement Act, in Article 30-20 of the Former Order for the Enforcement of the Residential Basic Book Act the phrase "the following" is deemed to be replaced with "the following cases or the cases where a person who has been issued a Basic Resident Register Card has been issued an Individual Number Card (meaning the Individual Number Card prescribed in Article 2, paragraph (7) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (hereinafter referred to as the 'Number Use Act' in this Article and paragraph (2) of the following Article); referred to as the 'Individual Number Card' in paragraph (2) of the following Article) pursuant to Article 17, paragraph (1) of the Number Use Act", and in Article 30-21, paragraph (2) of the Former Order for the Enforcement of the Residential Basic Book Act the phrase "or each item of the preceding paragraph" is deemed to be replaced with ", each item of the preceding paragraph", the phrase "falls under" with "falls under or, in the case where an Individual Number Card has been issued pursuant to Article 17, paragraph (1) of the Number Use Act, has been issued", and the phrase "item (ii) of that paragraph" with "item (ii) of the preceding paragraph".
番号利用法整備法第二十条第一項の規定によりなお従前の例によることとされる場合における住民基本台帳カード（この政令の施行の日（以下「施行日」という。）前に番号利用法整備法第十九条の規定による改正前の住民基本台帳法（昭和四十二年法律第八十一号。以下「第三号旧住民基本台帳法」という。）第三十条の四十四第三項の規定により交付された同条第一項に規定する住民基本台帳カードをいう。次項及び附則第九条において同じ。）に係る第一条の規定による改正前の住民基本台帳法施行令（以下この項において「旧住民基本台帳法施行令」という。）第三十条の二十及び第三十条の二十一第二項の規定の適用については、旧住民基本台帳法施行令第三十条の二十中「次に掲げる」とあるのは「次に掲げる場合又は住民基本台帳カードの交付を受けている者が行政手続における特定の個人を識別するための番号の利用等に関する法律（以下この条及び次条第二項において「番号利用法」という。）第十七条第一項の規定により番号利用法第二条第七項に規定する個人番号カード（次条第二項において「個人番号カード」という。）の交付を受けた」と、旧住民基本台帳法施行令第三十条の二十一第二項中「又は前項各号」とあるのは「、前項各号」と、「該当する」とあるのは「該当する場合又は番号利用法第十七条第一項の規定により個人番号カードの交付を受けた」と、「同項第二号」とあるのは「前項第二号」とする。
A Basic Resident Register Card is deemed to be an Individual Number Card prescribed in Article 2, paragraph (7) of the Number Use Act (referred to as the "Individual Number Card" in Article 9 of the Supplementary Provisions) until the time it ceases to be effective under Article 30-44, paragraph (9) of the item (iii) Former Residential Basic Book Act, in the case where the provisions then in force continue to govern pursuant to Article 20, paragraph (1) of the Number Use Arrangement Act, for the purpose of applying the provisions of the New Order for the Enforcement of the Residential Basic Book Act (meaning the Order for the Enforcement of the Residential Basic Book Act after amendment by the provisions of Article 1; referred to as the "New Order for the Enforcement of the Residential Basic Book Act" in paragraph (1) of the following Article and Article 4, paragraph (1) of the Supplementary Provisions).
