Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect as of the date on which the Act on the Use of Information and Communications Technology in Administrative Procedures, etc. (Act No. 151 of 2002) comes into effect; provided, however, that the provisions listed in the following items come into effect as of the dates specified respectively in those items:
この法律は、行政手続等における情報通信の技術の利用に関する法律（平成十四年法律第百五十一号）の施行の日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。

the provisions of Article 11 (limited to the provision amending Article 151 of the Local Tax Act, the provision adding one Article after that Article, and the provision amending Article 163 of that Act), Article 19 (limited to the provisions adding a proviso to Article 21, paragraph (4) and to Article 151-3, paragraph (7) of the Real Property Registration Act), Article 21 (limited to the provisions adding a proviso to Article 13, paragraph (2) and to Article 113-5, paragraph (2) of the Commercial Registration Act), Articles 22 through 24, Article 37 (limited to the provision amending Article 9-4 of the Customs Act), Article 38, Article 44 (limited to the provision amending Article 34, paragraph (1) of the Act on General Rules for National Taxes), Article 45, Article 48 (limited to the provision adding one Article after Article 10 of the Motor Vehicle Tonnage Tax Act), Article 52, Article 69, and Article 70: the date specified by Cabinet Order within a period not exceeding two years from the date of promulgation of this Act.

Supplementary Provisions, Article 4Transitional Measures Concerning Penal Provisions
第四条（罰則に関する経過措置）
With regard to the application of penal provisions to acts committed before this Act comes into effect, the provisions then in force continue to govern.
この法律の施行前にした行為に対する罰則の適用については、なお従前の例による。
Supplementary Provisions, Article 5Delegation of Other Transitional Measures to Cabinet Order
第五条（その他の経過措置の政令への委任）
In addition to what is provided for in the preceding three Articles, transitional measures necessary for the enforcement of this Act are specified by Cabinet Order.
前三条に定めるもののほか、この法律の施行に関し必要な経過措置は、政令で定める。
