Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect as of the date on which the Administrative Procedure Act (Act No. 88 of 1993) comes into effect.
この法律は、行政手続法（平成五年法律第八十八号）の施行の日から施行する。
Supplementary Provisions, Article 2Transitional Measures Concerning Adverse Dispositions for Which Consultation, etc. Has Been Made
第二条（諮問等がされた不利益処分に関する経過措置）
In the case where, before this Act comes into effect, a consultation or other request has been made, pursuant to laws and regulations, to a council or other collegial body to follow procedures equivalent to a hearing or the grant of an opportunity for explanation as prescribed in Article 13 of the Administrative Procedure Act or other procedures for stating opinions, with regard to the procedures for the adverse disposition pertaining to that consultation or other request, the provisions then in force continue to govern, notwithstanding the provisions of the relevant Acts as amended by this Act.
この法律の施行前に法令に基づき審議会その他の合議制の機関に対し行政手続法第十三条に規定する聴聞又は弁明の機会の付与の手続その他の意見陳述のための手続に相当する手続を執るべきことの諮問その他の求めがされた場合においては、当該諮問その他の求めに係る不利益処分の手続に関しては、この法律による改正後の関係法律の規定にかかわらず、なお従前の例による。
Supplementary Provisions, Article 13Transitional Measures Concerning Penal Provisions
第十三条（罰則に関する経過措置）
With regard to the application of penal provisions to acts committed before this Act comes into effect, the provisions then in force continue to govern.
この法律の施行前にした行為に対する罰則の適用については、なお従前の例による。
Supplementary Provisions, Article 14Transitional Measures Accompanying the Arrangement of Provisions on Hearings
第十四条（聴聞に関する規定の整理に伴う経過措置）
A hearing, an inquiry hearing, or a public hearing (excluding one pertaining to an adverse disposition) conducted pursuant to the provisions of an Act before this Act comes into effect, or the procedures therefor, are deemed to have been conducted pursuant to the corresponding provisions of the relevant Acts as amended by this Act.
この法律の施行前に法律の規定により行われた聴聞、聴問若しくは聴聞会（不利益処分に係るものを除く。）又はこれらのための手続は、この法律による改正後の関係法律の相当規定により行われたものとみなす。
Supplementary Provisions, Article 15Delegation to Cabinet Order
第十五条（政令への委任）
In addition to what is provided for in Article 2 through the preceding Article of the Supplementary Provisions, transitional measures necessary for the enforcement of this Act are specified by Cabinet Order.
