Article 22Organization

第二十二条（組織）

A Minimum Wages Council is to be composed of equal number of members representing workers, members representing employers, and members representing public interest, as provided for by Cabinet Order.

最低賃金審議会は、政令で定めるところにより、労働者を代表する委員、使用者を代表する委員及び公益を代表する委員各同数をもつて組織する。

使用者（しようしゃ）
An employer as defined in Article 10 of the Labor Standards Act: the business owner, a person who manages the business, and anyone else who acts on the owner's behalf in matters concerning the business's workers.

Minimum Wages Council
最低賃金審議会（さいていちんぎんしんぎかい）
The Central Minimum Wages Council (中央最低賃金審議会) or a Regional Minimum Wages Council (地方最低賃金審議会), which the Minister of Health, Labour and Welfare or the Director of a Prefectural Labor Bureau must ask to study the matter and give its opinion before deciding the regional minimum wage for each region.

worker
労働者（ろうどうしゃ）
A worker as defined in Article 9 of the Labor Standards Act (a person employed at a business or office and paid wages, whatever the kind of job), except a person employed at a business or office that employs only relatives living in the same household, and a domestic worker.
労働基準法（昭和二十二年法律第四十九号）第九条に規定する労働者（同居の親族のみを使用する事業又は事務所に使用される者及び家事使用人を除く。）
