第二条（行政庁の行為等に関する経過措置）
The provisions then in force continue to govern dispositions and other acts of administrative agencies made, before the date on which this Act (or, with regard to the provisions listed in the items of the preceding Article, those provisions; the same applies hereinafter in this Article and the following Article) comes into effect, pursuant to the provisions of Acts prior to their amendment by this Act or of orders based on them (limited to provisions prescribing disqualification clauses or other measures relating to restrictions on rights), and the effect of any loss of position arising under those provisions.
