This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding 2 years from the date of promulgation; provided, however, that the provisions set forth in the following items come into effect as of the dates specified respectively in those items.

①The provisions of Article 63, paragraph (3), Article 69-2 and Article 70-2 of the Real Property Registration Act as amended by the provisions of Article 2 (excluding the revising provisions set forth in the items of Article 1 of the Supplementary Provisions) (hereinafter referred to as the "new Real Property Registration Act") apply to applications for registration filed on or after the effective date.

②The provisions of Article 70, paragraph (2) of the new Real Property Registration Act apply to cases pertaining to petitions for public notification filed on or after the effective date.

③The provisions of Article 121, paragraphs (2) through (5) of the new Real Property Registration Act apply to requests for inspection of annexed documents of a register made on or after the effective date, and the provisions then in force continue to govern requests for inspection of annexed documents of a register made before the effective date.

④The provisions of Article 73-2 of the Real Property Registration Act as amended by the provisions of Article 2 (limited to the revising provisions set forth in Article 1, item (ii) of the Supplementary Provisions) (hereinafter referred to as the "item (ii) new Real Property Registration Act") apply to the matters to be registered in a registration of ownership for which an application for registration is filed on or after the date on which the provisions set forth in that item come into effect (hereinafter referred to as the "item (ii) effective date").

⑤With regard to real property for which a juridical person is recorded as the registered holder of ownership as of the item (ii) effective date, a registrar may, ex officio, make a registration of change concerning the matters to be registered prescribed in Article 73-2, paragraph (1), item (i) of the item (ii) new Real Property Registration Act, as provided for by Ministry of Justice Order.

⑥The provisions of Article 76-2 of the item (ii) new Real Property Registration Act also apply in the case where an inheritance with regard to a registered holder of ownership commenced before the item (ii) effective date. In this case, the phrase "a registered holder of ownership" in paragraph (1) of that Article is deemed to be replaced with "a registered holder of ownership, before the date on which the provisions set forth in Article 1, item (ii) of the Supplementary Provisions of the Act Partially Amending the Civil Code, etc. (Act No. 24 of 2021) come into effect (hereinafter referred to as the "item (ii) effective date" in this Article),", the phrase "the day on which the person comes to know" in that paragraph is deemed to be replaced with "the day on which the person comes to know or the item (ii) effective date, whichever is later", and the phrase "the date of the division of estate" in paragraph (2) of that Article is deemed to be replaced with "the date of the division of estate or the item (ii) effective date, whichever is later".

⑦The provisions of Article 76-5 of the Real Property Registration Act as amended by the provisions of Article 2 (limited to the amending provisions set forth in Article 1, item (iii) of the Supplementary Provisions) (hereinafter referred to as the "item (iii) new Real Property Registration Act" in this paragraph) also apply in the case where there was a change to the name or address of a registered holder of ownership before the date on which the provisions set forth in that item come into effect (hereinafter referred to as the "item (iii) effective date"). In this case, the phrase "a registered holder of ownership" in Article 76-5 of the item (iii) new Real Property Registration Act is deemed to be replaced with "a person who became a registered holder of ownership before the date on which the provisions set forth in Article 1, item (iii) of the Supplementary Provisions of the Act Partially Amending the Civil Code, etc. (Act No. 24 of 2021) come into effect (hereinafter referred to as the "item (iii) effective date" in this Article)", and the phrase "the day on which such change occurred" is deemed to be replaced with "the day on which such change occurred or the item (iii) effective date, whichever is later".

With regard to the application of the provisions of Article 16, paragraph (2) of the item (ii) new Real Property Registration Act during the period from the item (ii) effective date until the day before the item (iii) effective date, the phrase "through 76-4, Article 76-6" in that paragraph is deemed to be replaced with "through 76-3".

With regard to the application of the provisions of Article 382 of the Supplementary Provisions of the Act on Special Accounts as amended by the provisions of the preceding Article during the period from the effective date until the day before the item (iii) effective date, the phrase "Article 119-2, paragraph (4), Article 120, paragraph (3)" in that Article is deemed to be replaced with "Article 120, paragraph (3)".

①Beyond what is provided for in these Supplementary Provisions, transitional measures necessary for the enforcement of this Act are specified by Cabinet Order.

②Transitional measures necessary with regard to the procedures for registration in connection with the partial amendment of the Real Property Registration Act by the provisions of Article 2 are specified by Ministry of Justice Order.
