Article 111Requesting Proposals

第百十一条（提案の募集）

As provided for by Order of the Personal Information Protection Commission, an administrative organ's head or administrative entity is to periodically request a proposal as specified in paragraph (1) of the following Article on a personal information file held by the administrative entity to which the head or entity in question belongs (limited to those for which matters listed in item (i) of the preceding Article are registered in the personal information file register; hereinafter the same applies in this Section).

行政機関の長等は、個人情報保護委員会規則で定めるところにより、定期的に、当該行政機関の長等の属する行政機関等が保有している個人情報ファイル（個人情報ファイル簿に前条第一号に掲げる事項の記載があるものに限る。以下この節において同じ。）について、次条第一項の提案を募集するものとする。

個人情報ファイル（こじんじょうほうふぁいる）
In Chapters V and VIII, a collection of information containing personal information the administrative entity holds (保有個人情報), organized systematically, to achieve the purpose of a given task, so that particular such information can be searched for by computer, or otherwise organized so that it can easily be searched for by name, date of birth or other identifiers or the equivalent (記述等).

In Chapters V and VI, the head of an administrative organ (行政機関) — or, for an organ that a Cabinet Order (政令) names under Article 2, paragraph (8), item (iv) or (v), the person a Cabinet Order sets for it — an organ of a local government (地方公共団体の機関) other than its assembly, an incorporated administrative agency or other prescribed corporation (独立行政法人等) other than those listed in Appended Table 2 (別表第二), or a local incorporated administrative agency (地方独立行政法人) other than those that Article 2, paragraph (11), item (iv) leaves out.

personal information file register
個人情報ファイル簿（こじんじょうほうふぁいるぼ）
In Chapter V, the register that an administrative organ's head or administrative entity (行政機関の長等) must prepare and publish of the personal information files (個人情報ファイル) its entity holds, stating for each the matters listed in Article 74, paragraph (1), items (i) to (vii), (ix) and (x), such as the file's name and purpose of use, and other matters a Cabinet Order (政令) sets.
