Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Cabinet Order comes into effect as of the date of enforcement of the provisions listed in Article 1, item (ii) of the Supplementary Provisions of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Act on Special Provisions for Applications for Landing by Foreign Nationals Holding Passports Referred to in Article 2, Item (v), (b) of the Immigration Control and Refugee Recognition Act (Act No. 32 of 2026) (October 1, 2026).
この政令は、出入国管理及び難民認定法及び出入国管理及び難民認定法第二条第五号ロの旅券を所持する外国人の上陸申請の特例に関する法律の一部を改正する法律（令和八年法律第三十二号）附則第一条第二号に掲げる規定の施行の日（令和八年十月一日）から施行する。

第二条（出入国管理及び難民認定法施行令の一部改正に伴う経過措置）
With regard to the payment of fees relating to the issuance of a specified residence card pursuant to the provisions of Article 19-15-2, paragraph (6) or (7) of the Immigration Control and Refugee Recognition Act based on an application pursuant to the provisions of paragraph (2) of that Article (excluding one made by a mid- to long-term resident who has received a specified residence card) or a request pursuant to the provisions of paragraph (3) of that Article made together with that application, made before the effective date of this Cabinet Order, the provisions then in force continue to govern, notwithstanding the provisions of Article 7 of the Supplementary Provisions (limited to the part pertaining to item (i)) of the Immigration Control and Refugee Recognition Act Enforcement Order after amendment by the provisions of Article 1.
この政令の施行の日前にされた出入国管理及び難民認定法第十九条の十五の二第二項の規定による申請（特定在留カードの交付を受けた中長期在留者が行うものを除く。）又は当該申請に併せてされた同条第三項の規定による申出に基づく同条第六項又は第七項の規定による特定在留カードの交付に係る手数料の納付については、第一条の規定による改正後の出入国管理及び難民認定法施行令附則第七条（第一号に係る部分に限る。）の規定にかかわらず、なお従前の例による。
