第二条（派遣労働者の雇用の安定）
The government must endeavor to take the necessary measures, such as enhancing the employment placement provided by public employment security offices or employment placement business operators (meaning employment placement business operators prescribed in Article 4, paragraph (7) of the Employment Security Act (Act No. 141 of 1947)), in order to achieve stable employment for dispatched workers who will become unable to work through worker dispatch as a result of the enforcement of this Act and for other dispatched workers, and to support business owners in securing labor.
