For the costs required for payment of the allowance to a person who, at the time of enforcement of this Act, has received certification under Article 6 of the Child Rearing Allowance Act before its amendment by this Act (referred to as "the Former Act" in paragraph (2) of the following Article), or a person who, at the time of enforcement of this Act, has made a claim for certification under that Article and who has received certification under Article 6 of the New Act (referred to as "person already certified, etc." in paragraph (1) of the following Article), the provisions then in force continue to govern.
