Within the limit necessary for the enforcement of this Act, the Minister may request, from a telecommunications carrier or any other person that has granted a right to use an electronic mail address or characters, numerical characters, marks, and other codes for identifying telecommunications facilities (limited to those displayed on the screen of the communications terminal used by the person who receives specified electronic mail, etc. or those used for sending or receiving specified electronic mail, etc., which relate to the sender), the provision of information necessary for identifying the person to whom that right has been granted, such as that person's name and address.
