電子メール
Telecommunications (電気通信), as defined in the Telecommunications Business Act, that deliver a message or other information to a particular person by making it appear on the screen of the communications device that person uses, and that use a method of communication a Ministry of Internal Affairs and Communications Order (総務省令) sets.
特定の者に対し通信文その他の情報をその使用する通信端末機器（入出力装置を含む。以下同じ。）の映像面に表示されるようにすることにより伝達するための電気通信（電気通信事業法（昭和五十九年法律第八十六号）第二条第一号に規定する電気通信をいう。）であって、総務省令で定める通信方式を用いるもの
特定電子メール
Electronic mail (電子メール) that a sender — a profit-making organisation, or an individual running a business — sends as a means of advertising or promoting its own or another person's business, counting only mail sent from or to telecommunications facilities (電気通信設備) in Japan.
電子メールの送信（国内にある電気通信設備（電気通信事業法第二条第二号に規定する電気通信設備をいう。以下同じ。）からの送信又は国内にある電気通信設備への送信に限る。以下同じ。）をする者（営利を目的とする団体及び営業を営む場合における個人に限る。以下「送信者」という。）が自己又は他人の営業につき広告又は宣伝を行うための手段として送信をする電子メール
特定電子メール
Specified electronic mail (特定電子メール) as defined in Article 2, item (ii) of this Act as amended by Act No. 54 of 2008, used in that amending Act's supplementary provisions (附則) for people who had already asked for or agreed to such mail when it came into effect.

特定電子メール等
Specified electronic mail (特定電子メール), electronic mail sent with false sender information (送信者情報), and electronic mail addressed to fictitious electronic mail addresses (架空電子メールアドレス), taken together.
送信者
A profit-making organisation, or an individual running a business, that sends electronic mail (電子メール) from or to telecommunications facilities (電気通信設備) in Japan.
送信者
A sender (送信者) as defined in Article 2, item (ii) of this Act as amended by Act No. 54 of 2008, used in that amending Act's supplementary provisions (附則) for people who had already asked for or agreed to specified electronic mail (特定電子メール) when it came into effect.
新法第二条第二号に規定する送信者
The work the Minister for Internal Affairs and Communications (総務大臣) and the Prime Minister (内閣総理大臣) may have a registered agency for regulating transmission (登録送信適正化機関) carry out: guiding or advising people who intend to ask a minister to take measures under Article 8(1) or 8(3), investigating the facts behind such requests when either minister asks, and collecting and providing information on specified electronic mail, etc. (特定電子メール等).
電子メールアドレス
The characters, numbers, symbols or other codes that identify a user of electronic mail (電子メール).

A body registered by the Minister for Internal Affairs and Communications (総務大臣) and the Prime Minister (内閣総理大臣) to carry out the services for regulating transmission of specified electronic mail, etc. (特定電子メール等送信適正化業務) listed in Article 14(1).

送信委託者
A profit-making organisation, or an individual running a business, that has entrusted someone else with sending electronic mail (電子メール).
電子メールの送信を委託した者（営利を目的とする団体及び営業を営む場合における個人に限る。）

電子メール通信役務
A telecommunications service (電気通信役務) for electronic mail (電子メール): under the Telecommunications Business Act, carrying other people's communications over telecommunications facilities (電気通信設備), or otherwise letting others use those facilities for their communications.
電子メールに係る電気通信事業法第二条第三号に規定する電気通信役務

架空電子メールアドレス
An electronic mail address (電子メールアドレス) that was made with a program able to create large numbers of electronic mail addresses automatically and that nobody actually uses as an electronic mail address.

電気通信事業者
A telecommunications carrier as defined in the Telecommunications Business Act: a person registered under Article 9 of that Act, or who has given notice under Article 16(1) of that Act, to run a business of providing telecommunications services (電気通信役務) to meet other people's demand.
電気通信事業法第二条第五号に規定する電気通信事業者
Machines, apparatus, lines and other electrical facilities for carrying out telecommunications (電気通信), as defined in the Telecommunications Business Act.

送信者情報
Information about the sender (送信者) used for sending and receiving electronic mail (電子メール): the electronic mail address used to send the mail, and the characters, numbers, symbols or other codes identifying the telecommunications facilities (電気通信設備) used to send it.
The inventory of property, balance sheet, profit and loss statement or income and expenditure statement, and business report — including an electronic or magnetic record (電磁的記録) made in place of any of them — that a registered agency for regulating transmission (登録送信適正化機関) must prepare within three months after each business year ends and keep at its office for five years.
The investigation of a criminal case in a foreign country (only once the facts of the offence being investigated have been identified) or its trial, for which information the Minister for Internal Affairs and Communications (総務大臣) gave a foreign enforcement authority (外国執行当局) may not be used without the Minister's consent under Article 30(3).

The rules a registered agency for regulating transmission (登録送信適正化機関) sets for its services for regulating transmission of specified electronic mail, etc. (特定電子メール等送信適正化業務), which it must notify to the Minister for Internal Affairs and Communications (総務大臣) and the Prime Minister (内閣総理大臣) before starting those services and again whenever it changes them.

A foreign authority that enforces its country's laws and regulations equivalent to this Act, to which the Minister for Internal Affairs and Communications (総務大臣) may give information that helps it carry out duties equivalent to those this Act provides for.
