In Article 4, paragraph (1) of the supplementary provisions (附則) of the Act Partially Amending the National Health Insurance Act (Act No. 31 of 1990), which reads Article 70, paragraph (1), item (ii) for the national contribution (国庫負担金) to municipalities for fiscal 1990: the amount by which the estimated medical expense contribution (概算医療費拠出金) for fiscal 1988 fell short of the finalized medical expense contribution (確定医療費拠出金) for that year; that shortfall, the sum worked out on it on the model of Article 54, paragraph (2) of the law on health services for the elderly (老人保健法) and a further amount based on the benefit rate (給付率) are added to the estimated medical expense contribution for fiscal 1990.
In Article 4, paragraph (1) of the supplementary provisions (附則) of Act No. 31 of 1990, which reads Article 70 for the fiscal 1990 national contribution, the amount by which the provisional medical expense contribution (概算医療費拠出金) for fiscal 1988 under Article 6 of the supplementary provisions of Act No. 106 of 1986 exceeded the final medical expense contribution (確定医療費拠出金) for fiscal 1988 under Article 7 of those supplementary provisions; it and an amount calculated on it are taken into account in reducing the fiscal 1990 provisional contribution.
