Anti-Stalking Act
ストーカー行為等の規制等に関する法律

ストーカー行為
Doing pursuit, etc. (つきまとい等) or obtaining location information without consent, etc. (位置情報無承諾取得等) repeatedly to the same person — where the acts in items 1 to 4 of Article 2(1), or sending email, etc. (電子メールの送信等) under item 5, count only when done in a way that makes the person fear for their physical safety, the peace of their home or other places they are, or their reputation, or fear that their freedom of movement will be seriously harmed.
同一の者に対し、つきまとい等（第一項第一号から第四号まで及び第五号（電子メールの送信等に係る部分に限る。）に掲げる行為については、身体の安全、住居等の平穏若しくは名誉が害され、又は行動の自由が著しく害される不安を覚えさせるような方法により行われる場合に限る。）又は位置情報無承諾取得等を反復してすること
The Prefectural Public Safety Commission (都道府県公安委員会), the body in each prefecture that oversees that prefecture's police and, under Article 5, issues prohibition orders, etc. (禁止命令等).
ストーカー行為等
Stalking (ストーカー行為), or an act breaching Article 3, which forbids pursuit, etc. (つきまとい等) or obtaining location information without consent, etc. (位置情報無承諾取得等) in a way that makes the person targeted fear for their safety, the peace of their home or other places they are, their reputation or their freedom of movement.
命令等
In paragraph 2 of the supplementary provisions (附則) of Act No. 83 of 2025, a prohibition order under Article 5(1) and a decision (処分) under Article 5(9) extending one.
An order the Public Safety Commission (公安委員会) gives under Article 5(1) to someone who has breached Article 3 and is likely to do so again, directing them not to repeat the act and to do what is needed to prevent it being repeated.
The Superintendent General (警視総監), who heads the police of Tokyo, the chief of the police headquarters of any other prefecture (道府県警察本部長), or the chief of a police station (警察署長).
警告
A warning given under Article 4(1) by the Superintendent General, a prefectural police chief or a police station chief (警察本部長等) to someone who has breached Article 3 and is likely to do so again, telling them not to repeat the act.
Information showing the position of a particular point or area in space, including information on the time it refers to, as defined in Article 2(1)(i) of the Basic Act on the Advancement of Utilizing Geospatial Information.

つきまとい等
Any of the acts listed in Article 2(1) — such as following someone, lying in wait, watching or turning up at their home, workplace or school, making them think they are being watched, demanding a meeting or other things they have no duty to do, making silent calls, or calling, writing, faxing or sending email over and over after being refused, or sending filth or sexually humiliating material — done to a particular person, or to their spouse, a relative in the direct line or living with them, or anyone else closely connected to them in social life, in order to satisfy romantic or other feelings of affection for that person or resentment at those feelings going unreturned.
特定の者に対する恋愛感情その他の好意の感情又はそれが満たされなかったことに対する怨恨の感情を充足する目的で、当該特定の者又はその配偶者、直系若しくは同居の親族その他当該特定の者と社会生活において密接な関係を有する者に対し、次の各号のいずれかに掲げる行為をすること
A person's home, workplace, school or any other place where they are at the time or usually are.
Any of the acts listed in Article 2(3), done to a particular person, or to their spouse, a relative in the direct line or living with them, or anyone else closely connected to them in social life, in order to satisfy romantic or other feelings of affection for that person or resentment at those feelings going unreturned: without the person's consent, obtaining the location information (位置情報) of a device for recording or transmitting location information (位置情報記録・送信装置) in their possession, by a method a Cabinet Order (政令) sets, or of a locating device that transmits identifying information (位置特定用識別情報送信装置) in their possession, or attaching such a device to something in their possession, giving them something with one attached, or doing another act a Cabinet Order sets that makes such a device move with them.
特定の者に対する恋愛感情その他の好意の感情又はそれが満たされなかったことに対する怨恨の感情を充足する目的で、当該特定の者又はその配偶者、直系若しくは同居の親族その他当該特定の者と社会生活において密接な関係を有する者に対し、次の各号のいずれかに掲げる行為をすること
電子メールの送信等
For item 5 of Article 2(1), sending email or other telecommunications (電気通信) addressed to a particular recipient, or using a function, offered alongside a service on which a person shows others information they post, that lets those others send messages to that person — but not phoning or faxing.
次の各号のいずれかに掲げる行為（電話をかけること及びファクシミリ装置を用いて送信することを除く。）
A device able to record or transmit location information (位置情報) on its own position, of a kind a Cabinet Order (政令) sets.
当該装置の位置に係る位置情報（地理空間情報活用推進基本法（平成十九年法律第六十三号）第二条第一項第一号に規定する位置情報をいう。以下この号及び次号において同じ。）を記録し、又は送信する機能を有する装置で政令で定めるもの

Sending, passing on or receiving signs, sounds or images by wire, radio or other electromagnetic means, as defined in Article 2(i) of the Telecommunications Business Act.
電気通信事業法（昭和五十九年法律第八十六号）第二条第一号に規定する電気通信
A device that transmits information identifying itself and is used to find where it is from the location information (位置情報) of nearby devices that receive that information and pass it on, such as a device for recording or transmitting location information (位置情報記録・送信装置).
当該装置を識別する情報を送信する機能を有し、当該装置の周辺において当該情報を受信した識別情報送受信装置（位置情報記録・送信装置その他の装置であって、当該情報を受信し、及び送信する機能を有するものをいう。）の位置に係る位置情報を利用して、その所在する地点又は区域の位置を特定するために用いられる装置
The name, address or other information about the person targeted by stalking, etc. (ストーカー行為等) that someone needs in order to commit it.
A person whose work involves protecting people targeted by stalking, etc. (ストーカー行為等), investigating it, trying it in court, or similar matters.

The Anti-Stalking Act as it stood before it was amended by Article 2 of Act No. 102 of 2016.
A record made in electronic, magnetic or any other form people cannot perceive directly, for use in computer processing.
電子的方式、磁気的方式その他人の知覚によっては認識することができない方式で作られる記録であって、電子計算機による情報処理の用に供されるもの
In Article 2(3)(iii), a device for recording or transmitting location information (位置情報記録・送信装置) or a locating device that transmits identifying information (位置特定用識別情報送信装置).
What service by public notice (公示送達) under Article 5(13) must make public: the name of the document, the name of the person it is to be served on, and that the Public Safety Commission (公安委員会) will hand it to that person at any time.
In Article 6(2), a person who holds, or is seeking to hold, information about the person targeted by an act breaching Article 3 that has led to a warning (警告) or a prohibition order, etc. (禁止命令等).
