Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect on April 1, 2020; provided, however, that the provisions in Article 2 adding an Article to the Supplementary Provisions of the National University Corporation Act, the provisions in Article 4 amending Article 3 of the Act on the National Institution for Academic Degrees and Quality Enhancement of Higher Education, Independent Administrative Agency and the provisions amending Article 16, paragraph (1) of that Act, and the provisions of the following Article, Article 4, paragraphs (3) and (4), and Articles 9, 11 and 12 of the Supplementary Provisions come into effect on the date of promulgation.
Supplementary Provisions, Article 11Transitional Measures Concerning Penal Provisions
第十一条（罰則に関する経過措置）
The provisions then in force continue to govern the application of penal provisions to conduct engaged in before this Act (or, for the provisions prescribed in the proviso to Article 1 of the Supplementary Provisions, those provisions) comes into effect.
この法律（附則第一条ただし書に規定する規定については、当該規定）の施行前にした行為に対する罰則の適用については、なお従前の例による。
Supplementary Provisions, Article 12Delegation of Other Transitional Measures to Cabinet Order
第十二条（その他の経過措置の政令への委任）
Beyond what is provided for in Article 2 through the preceding Article of the Supplementary Provisions, the transitional measures necessary for the enforcement of this Act are specified by Cabinet Order.
附則第二条から前条までに規定するもののほか、この法律の施行に関し必要な経過措置は、政令で定める。
Supplementary Provisions, Article 13Review
第十三条（検討）
The government is to review the state of enforcement of the New Private Schools Act, with approximately five years after this Act comes into effect as the target, and, if it finds it necessary, is to take necessary measures based on the results.
政府は、この法律の施行後五年を目途として、新私立学校法の施行の状況について検討を加え、必要があると認めるときは、その結果に基づいて所要の措置を講ずるものとする。
