In the case where the user of a motor vehicle intends to have the motor vehicle inspection certificate returned pursuant to Article 62, paragraph (2) (including as applied mutatis mutandis pursuant to Article 67, paragraph (4)) (in the case of the user of a light motor vehicle subject to inspection or a two-wheeled small-sized motor vehicle, limited to the case where the user intends to have the certificate returned pursuant to Article 62, paragraph (2)), the user of that motor vehicle must present a document sufficient to certify that the owner of that motor vehicle has no current arrears of motor vehicle tax or light motor vehicle tax on that motor vehicle (excluding arrears due to a natural disaster or other unavoidable reason).
In the case referred to in the preceding paragraph, the presentation of a document sufficient to certify that there are currently no arrears of motor vehicle tax or light motor vehicle tax may be replaced, as provided by Cabinet Order, by the Minister of Land, Infrastructure, Transport and Tourism (where Article 74-4 applies, the Organization; the same applies in the following paragraph) confirming with the local government that imposed that motor vehicle tax or light motor vehicle tax whether or not the amount has been paid.
If there is no presentation of the document referred to in paragraph (1) or confirmation of the fact of payment referred to in the preceding paragraph, the Minister of Land, Infrastructure, Transport and Tourism is not to return the motor vehicle inspection certificate.
