Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect as of April 1, 2016.
この法律は、平成二十八年四月一日から施行する。
Supplementary Provisions, Article 3Securing of Financial Resources Necessary for Reconstruction Measures with Consideration for Consistency with Measures for Achieving Fiscal Soundness
第三条（財政の健全化を図るための施策との整合性に配慮した復興施策に必要な財源の確保）
In view of the fact that securing the financial resources necessary for reconstruction measures (meaning the reconstruction measures prescribed in Article 1 of the Act on Special Measures for Securing the Financial Resources Necessary to Implement Measures for Reconstruction following the Great East Japan Earthquake as amended by the provisions of Article 1; the same applies hereinafter) and securing the financial resources for the expenditures of the general account are closely related to each other, the government is to appropriately secure the financial resources necessary for reconstruction measures while giving consideration to consistency with measures for achieving fiscal soundness.
政府は、復興施策（第一条の規定による改正後の東日本大震災からの復興のための施策を実施するために必要な財源の確保に関する特別措置法第一条に規定する復興施策をいう。以下同じ。）に必要な財源の確保及び一般会計の歳出の財源の確保が相互に密接な関連を有することに鑑み、財政の健全化を図るための施策との整合性に配慮しつつ、復興施策に必要な財源の確保を適切に行うものとする。
