With respect to the application of the provisions of Article 110 and Article 111 to organs of local governments other than prefectures and the designated cities prescribed in Article 252-19, paragraph (1) of the Local Autonomy Act, and to local incorporated administrative agencies, for the time being, the phrase "If an administrative organ's head or administrative entity" in Article 110 is deemed to be replaced with "If an administrative organ's head or administrative entity intends to request proposals under the following Article, and", and the phrase "is to" in Article 111 is deemed to be replaced with "may".
