Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect on the date specified by Cabinet Order within a period not exceeding one year and three months from the date of promulgation; provided, however, that the provisions set forth in the following items come into effect on the dates specified respectively in those items:
この法律は、公布の日から起算して一年三月を超えない範囲内において政令で定める日から施行する。ただし、次の各号に掲げる規定は、当該各号に定める日から施行する。
The provision amending Article 3, paragraph (2) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures in Article 1, and the provision amending Article 9, paragraph (2) of that Act, and the provisions of Article 13, and Article 17, Article 19, and Article 20 of the Supplementary Provisions: the date of promulgation
第一条中行政手続における特定の個人を識別するための番号の利用等に関する法律第三条第二項の改正規定及び同法第九条第二項の改正規定並びに第十三条の規定並びに附則第十七条、第十九条及び第二十条の規定 公布の日
the provisions of Article 2 amending Article 2, paragraph (7) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (limited to the part adding "except if the age of the person themselves on the date of the application under Article 16-2, paragraph (1) is under the age specified by order of the competent ministry" after "is contained," in that paragraph and the part replacing "Article 17, paragraph (5)" with "Article 17, paragraph (6)" in item (ii) of that paragraph), the provisions amending Article 16-2 of that Act, the provisions amending Article 17 of that Act, the provisions amending Article 18-2 of that Act, the provisions amending Article 38-8, paragraph (1) of that Act, and the provisions amending Article 44 of that Act; the provisions of Article 5, Article 6 and Articles 8 through 12; and the provisions of the following Article and Article 15, Article 16, Article 18, Articles 22 through 25 and Article 27 of the Supplementary Provisions: the date specified by Cabinet Order within a period not exceeding one year and six months from the date of promulgation;

Supplementary Provisions, Article 2Transitional Measures Accompanying the Partial Amendment of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures
第二条（行政手続における特定の個人を識別するための番号の利用等に関する法律の一部改正に伴う経過措置）
With regard to the inclusion of the photograph of the person themselves on an Individual Number Card (meaning an Individual Number Card prescribed in Article 2, paragraph (7) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (referred to as the "Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures" in paragraphs (2) and (3) of the following Article); the same applies in the following Article) that has actually been applied for or issued at the time the provisions set forth in item (ii) of the preceding Article come into effect, the provisions then in force continue to govern.
Supplementary Provisions, Article 3
第三条
With regard to the information contained on an Individual Number Card that has actually been applied for or issued at the time the provisions set forth in Article 1, item (iv) of the Supplementary Provisions come into effect, the provisions then in force continue to govern.
With regard to the information contained on an Individual Number Card pertaining to an application under Article 16-2, paragraph (1) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures as amended by the provisions of Article 2, in the case where, as of the date of that application, the matters set forth in Article 7, item (i)-2 of the Residential Basic Book Act as amended by the provisions of Article 3 (limited to the amending provisions set forth in Article 1, item (iii) of the Supplementary Provisions) (hereinafter referred to as the "new Residential Basic Book Act" in this paragraph and Article 5, paragraph (3) of the Supplementary Provisions) are not stated in the residence certificate pertaining to the person who made that application (or, for a person who has moved out of Japan prescribed in Article 17, item (iii) of the Residential Basic Book Act, in the case where the matters set forth in Article 17, item (ii)-2 of the new Residential Basic Book Act are not stated in the family register supplement pertaining to the person who made that application), the provisions then in force continue to govern.
第二条の規定による改正後の番号利用法第十六条の二第一項の申請をした者に係る住民票に当該申請の日において第三条の規定（附則第一条第三号に掲げる改正規定に限る。）による改正後の住民基本台帳法（以下この項及び附則第五条第三項において「新住民基本台帳法」という。）第七条第一号の二に掲げる事項が記載されていない場合（住民基本台帳法第十七条第三号に規定する国外転出者にあっては、その申請をした者に係る戸籍の附票に新住民基本台帳法第十七条第二号の二に掲げる事項が記載されていない場合）における当該申請に係る個人番号カードの記載事項については、なお従前の例による。
With regard to the information recorded in a Card Substitute Electronic Record prescribed in Article 2, paragraph (8) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures that has been or is to be issued to a person who has been issued an Individual Number Card to which the provisions of the preceding two paragraphs have been applied, the provisions then in force continue to govern.
前二項の規定の適用を受けた個人番号カードの交付を受けている者に対して発行した又は発行する番号利用法第二条第八項に規定するカード代替電磁的記録の記録事項については、なお従前の例による。
Supplementary Provisions, Article 20Delegation to Cabinet Order
第二十条（政令への委任）
Beyond what is provided for in these Supplementary Provisions, the transitional measures necessary in connection with the enforcement of this Act (including transitional measures concerning penal provisions) are specified by Cabinet Order.
この附則に定めるもののほか、この法律の施行に関し必要な経過措置（罰則に関する経過措置を含む。）は、政令で定める。
