Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures

個人番号（こじんばんごう）

The number made under Article 7(1) or (2) by converting a person's resident record code (住民票コード) and designated to identify the person whose certificate of residence (住民票) carries that code.

第七条第一項又は第二項の規定により、住民票コード（住民基本台帳法（昭和四十二年法律第八十一号）第七条第十三号に規定する住民票コードをいう。以下同じ。）を変換して得られる番号であって、当該住民票コードが記載された住民票に係る者を識別するために指定されるもの

個人情報（こじんじょうほう）

Personal information as defined in Article 2(1) of the Act on the Protection of Personal Information: information about a living individual that identifies that person by a name, date of birth or other description in it (including where it can easily be matched with other information to do so), or that contains an individual identification code (個人識別符号).

個人情報保護法第二条第一項に規定する個人情報

特定個人情報（とくていこじんじょうほう）

Personal information (個人情報) that contains an Individual Number (個人番号), counting as an Individual Number any number, symbol or code other than a resident record code (住民票コード) that corresponds to an Individual Number and is used in its place.

個人番号（個人番号に対応し、当該個人番号に代わって用いられる番号、記号その他の符号であって、住民票コード以外のものを含む。第七条第一項及び第二項、第八条、第十八条の五第二項並びに第四十八条並びに附則第三条第一項から第三項まで及び第五項を除き、以下同じ。）をその内容に含む個人情報

機構（きこう）

The Japan Agency for Local Authority Information Systems (地方公共団体情報システム機構).

個人番号カード（こじんばんごうかーど）

An Individual Number Card as defined in Article 2, paragraph (7) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures: a card showing, among other things, the holder's name, address, date of birth, sex and Individual Number (個人番号), with a photograph unless the holder is below an age set by Ministerial Order, and with that information also recorded electronically.

次に掲げる事項（外国人住民（住民基本台帳法第三十条の四十五に規定する外国人住民をいう。次項において同じ。）にあっては、第二号に掲げる事項を除く。）が記載され、第十六条の二第一項の申請の日において本人の年齢が主務省令で定める年齢に満たない場合を除き本人の写真が表示され、かつ、これらの事項その他主務省令で定める事項（以下「カード記録事項」という。）が電磁的方法（電子的方法、磁気的方法その他人の知覚によって認識することができない方法をいう。第十八条及び第十八条の五第二項において同じ。）により記録されたカードであって、この法律又はこの法律に基づく命令で定めるところによりカード記録事項を閲覧し、又は改変する権限を有する者以外の者による閲覧又は改変を防止するために必要なものとして主務省令で定める措置が講じられたもの

個人番号カード（こじんばんごうかーど）

An Individual Number Card as defined in Article 2, paragraph (7) of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures: a card showing, among other things, the holder's name, address, date of birth, sex and Individual Number (個人番号), with a photograph unless the holder is below an age set by Ministerial Order, and with that information also recorded electronically.

行政手続における特定の個人を識別するための番号の利用等に関する法律（次条第二項及び第三項において「番号利用法」という。）第二条第七項に規定する個人番号カード

行政機関（ぎょうせいきかん）

The administrative organs (行政機関) defined in Article 2(8) of the Act on the Protection of Personal Information: bodies placed in or under the Cabinet (内閣), the Cabinet Office (内閣府), the Imperial Household Agency (宮内庁) and the other organs of the national government listed there, and the Board of Audit (会計検査院).

個人情報の保護に関する法律（以下「個人情報保護法」という。）第二条第八項に規定する行政機関

委員会（いいんかい）

The Personal Information Protection Commission (個人情報保護委員会).

電磁的記録（でんじてききろく）

A record made in electronic, magnetic or any other form people cannot perceive directly, for use in computer processing.

電子的方式、磁気的方式その他人の知覚によっては認識することができない方式で作られる記録であって、電子計算機による情報処理の用に供されるもの

カード代替電磁的記録（かーどだいたいでんじてききろく）

An electronic record (電磁的記録) made up of the items shown on an Individual Number Card (個人番号カード) — name, name reading (omitted for a foreign resident (外国人住民)), address, date of birth, sex and Individual Number (個人番号) — and the holder's photograph where the card shows one, together with the information an order of the competent ministries (主務省令) sets for confirming that the record belongs to the person sending it, all electronically signed by the Japan Agency for Local Authority Information Systems (機構).

前項第一号から第六号までに掲げる事項（外国人住民にあっては、同項第二号に掲げる事項を除く。）及び本人の写真（本人の写真が表示されていない個人番号カードの交付を受けている者に係るものにあっては、当該事項。第十八条の二第二項において「カード代替記録事項」という。）に係る電磁的記録（電子的方式、磁気的方式その他人の知覚によっては認識することができない方式で作られる記録であって、電子計算機による情報処理の用に供されるもの

個人情報ファイル（こじんじょうほうふぁいる）

A personal information file (個人情報ファイル) as defined in Article 60(2) of the Act on the Protection of Personal Information that is held by administrative organs, etc. (行政機関等), or a personal information database, etc. (個人情報データベース等) as defined in Article 16(1) of that Act that is held by anyone else.

個人情報保護法第六十条第二項に規定する個人情報ファイルであって行政機関等（個人情報保護法第二条第十一項に規定する行政機関等をいう。以下この項及び第五章第二節において同じ。）が保有するもの又は個人情報保護法第十六条第一項に規定する個人情報データベース等であって行政機関等以外の者が保有するもの

個人番号利用事務（こじんばんごうりようじむ）

Work that administrative organs (行政機関), local governments (地方公共団体), incorporated administrative agencies, etc. (独立行政法人等) and others handling administrative work carry out using Individual Numbers (個人番号) under Article 9(1) to (3), to the extent needed to search and manage personal information efficiently in the specific personal information files (特定個人情報ファイル) they hold.

行政機関、地方公共団体、独立行政法人等その他の行政事務を処理する者が第九条第一項から第三項までの規定によりその保有する特定個人情報ファイルにおいて個人情報を効率的に検索し、及び管理するために必要な限度で個人番号を利用して処理する事務

特定個人情報ファイル（とくていこじんじょうほうふぁいる）

A personal information file (個人情報ファイル) that contains Individual Numbers (個人番号).

個人番号をその内容に含む個人情報ファイル

The specific individual whom an Individual Number (個人番号) identifies.

番号利用法第二条第六項に規定する本人

施行日（しこうび）

In Article 3 of the original supplementary provisions (附則) of Act No. 27 of 2013, the date the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (Act No. 27 of 2013) itself comes into effect, which a Cabinet Order (政令) sets within three years of its promulgation (公布).

施行日（しこうび）

The date Act No. 37 of 2021, the amending Act these supplementary provisions (附則) belong to, comes into effect.

個人情報保護法（こじんじょうほうほごほう）

Short name for the Act on the Protection of Personal Information (Act No. 57 of 2003).

情報提供者（じょうほうていきょうしゃ）

A body listed in the Appended Table (別表), or the Minister of Justice (法務大臣), that an order of the competent ministries (主務省令) names as holding a specific personal information file (特定個人情報ファイル) recording the Specific Personal Information for Use (利用特定個人情報), including anyone a law or regulation (法令) charges with all or part of the work of using or providing that information; under Article 19, item (viii), the side that provides the information.

情報照会者（じょうほうしょうかいしゃ）

A body listed in the Appended Table (別表) that an order of the competent ministries (主務省令) names as handling specified work using Individual Numbers (特定個人番号利用事務), including anyone a law or regulation (法令) charges with all or part of that work; under Article 19, item (viii), the side that asks for the information.

番号利用法（ばんごうりようほう）

In the supplementary provisions (附則) of Act No. 65 of 2015, the short name for the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (Act No. 27 of 2013).

番号利用法（ばんごうりようほう）

In Articles 1 to 6 of the supplementary provisions (附則) of Act No. 16 of 2019, the short name for the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (Act No. 27 of 2013).

番号利用法（ばんごうりようほう）

In Article 3(2) and (3) of the supplementary provisions (附則) of Act No. 48 of 2023, the short name for the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (Act No. 27 of 2013).

法人等（ほうじんとう）

In Article 39(1) and (2), the bodies the Commissioner of the National Tax Agency (国税庁長官) designates a corporate number (法人番号) for: national government organs, local governments (地方公共団体) and corporations registered on incorporation under the Companies Act or other laws, and other corporations and associations or foundations without legal personality that have a set representative or manager, where these must file a notification under Article 230 of the Income Tax Act, Article 148, 149 or 150 of the Corporation Tax Act or Article 57 of the Consumption Tax Act.

国の機関、地方公共団体及び会社法（平成十七年法律第八十六号）その他の法令の規定により設立の登記をした法人並びにこれらの法人以外の法人又は法人でない社団若しくは財団で代表者若しくは管理人の定めがあるもの（以下この条において「人格のない社団等」という。）であって、所得税法第二百三十条、法人税法（昭和四十年法律第三十四号）第百四十八条、第百四十九条若しくは第百五十条又は消費税法（昭和六十三年法律第百八号）第五十七条の規定により届出書を提出することとされているもの

法人番号（ほうじんばんごう）

The number designated under Article 39(1) or (2) to identify a particular corporation or other organisation.

Work using Individual Numbers (個人番号利用事務) or work related to Individual Numbers (個人番号関係事務).

個人番号カード関係事務（こじんばんごうかーどかんけいじむ）

In Articles 38-8 to 38-12, the work the Japan Agency for Local Authority Information Systems (機構) handles under Article 16-2, Article 17(3), Article 18-2(2), (3), (8) and (10) to (13) and Article 18-5(2), together with its certification work (認証事務) under Article 39(1) of the Act on Certification Business of the Japan Agency for Local Authority Information Systems in Relation to Electronic Signatures, etc..

第十六条の二、第十七条第三項、第十八条の二第二項、第三項、第八項及び第十項から第十三項まで並びに第十八条の五第二項の規定により機構が処理する事務並びに公的個人認証法第三十九条第一項に規定する認証事務

情報提供ネットワークシステム（じょうほうていきょうねっとわーくしすてむ）

The computer network, set up and managed by the Prime Minister (内閣総理大臣) under Article 21(1), that links by telecommunications lines the computers of administrative organs, local government bodies, incorporated administrative agencies and the other bodies Article 2(15) lists, including the persons referring and providing information under Article 19, items (viii) and (ix), to manage the provision of Specific Personal Information for Use (利用特定個人情報) under those items by encrypted communication.

行政機関の長等（行政機関の長、地方公共団体の機関、独立行政法人等、地方独立行政法人（地方独立行政法人法（平成十五年法律第百十八号）第二条第一項に規定する地方独立行政法人をいう。以下同じ。）及び機構並びに第十九条第八号に規定する情報照会者及び情報提供者並びに同条第九号に規定する条例事務関係情報照会者及び条例事務関係情報提供者をいう。第七章を除き、以下同じ。）の使用に係る電子計算機を相互に電気通信回線で接続した電子情報処理組織であって、暗号その他その内容を容易に復元することができない通信の方法を用いて行われる第十九条第八号又は第九号の規定による利用特定個人情報の提供を管理するために、第二十一条第一項の規定に基づき内閣総理大臣が設置し、及び管理するもの

独立行政法人等（どくりつぎょうせいほうじんとう）

The incorporated administrative agencies, etc. (独立行政法人等) defined in Article 2(9) of the Act on the Protection of Personal Information: incorporated administrative agencies (独立行政法人) and the corporations listed in Appended Table 1 of that Act.

個人情報保護法第二条第九項に規定する独立行政法人等

行政機関の長等（ぎょうせいきかんのちょうとう）

Throughout this Act except Chapter VII, the head of an administrative organ (行政機関), an organ of a local government (地方公共団体), an incorporated administrative agency, etc. (独立行政法人等), a local incorporated administrative agency (地方独立行政法人), the Japan Agency for Local Authority Information Systems (地方公共団体情報システム機構), and the bodies that Article 19, items (viii) and (ix) name as the side asking for and the side providing information over the Information Providing Network System (情報提供ネットワークシステム).

行政機関の長、地方公共団体の機関、独立行政法人等、地方独立行政法人（地方独立行政法人法（平成十五年法律第百十八号）第二条第一項に規定する地方独立行政法人をいう。以下同じ。）及び機構並びに第十九条第八号に規定する情報照会者及び情報提供者並びに同条第九号に規定する条例事務関係情報照会者及び条例事務関係情報提供者

主務大臣（しゅむだいじん）

In Articles 38-8 to 38-11 and 38-13, the Prime Minister (内閣総理大臣) and the Minister for Internal Affairs and Communications (総務大臣).

利用特定個人情報（りようとくていこじんじょうほう）

The specific personal information (特定個人情報) that an order of the competent ministries (主務省令) specifies as needed to handle specified work using Individual Numbers (特定個人番号利用事務).

行政機関の長等（ぎょうせいきかんのちょうとう）

In Chapter VII, the head of an administrative organ (行政機関), an organ of a local government (地方公共団体), or an incorporated administrative agency, etc. (独立行政法人等).

国税（こくぜい）

A tax imposed by the national government, other than customs duty, tonnage tax, special tonnage tax, the forest environment tax and the special corporate business tax.

国税通則法第二条第一号に規定する国税

個人番号利用事務等実施者（こじんばんごうりようじむとうじっししゃ）

A person in charge of work using Individual Numbers (個人番号利用事務実施者) or of work related to Individual Numbers (個人番号関係事務実施者).

A person who handles work using Individual Numbers (個人番号利用事務), or who has been entrusted with all or part of it.

In Article 17(8), (9) and (11), the mayor of the municipality whose Basic Resident Register (住民基本台帳) records the holder of an Individual Number Card (個人番号カード).

入管法（にゅうかんほう）

In Article 18-5, the short name for the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951).

特定在留カード等（とくていざいりゅうかーどとう）

In Article 18-5, a specified residence card (特定在留カード) as defined in Article 19-15-2(1) of the Immigration Control and Refugee Recognition Act, or a specified special permanent resident certificate (特定特別永住者証明書) as defined in Article 16-2(1) of the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan.

住所地市町村長（じゅうしょちしちょうそんちょう）

In Article 18-5 and Article 18-6(3)(ii), the mayor of the municipality whose Basic Resident Register (住民基本台帳) records the person who is to receive a specified residence card, etc. (特定在留カード等) that the Commissioner of the Immigration Services Agency (出入国在留管理庁長官) has made.

機構処理事務（きこうしょりじむ）

The work that the Japan Agency for Local Authority Information Systems (機構) handles under this Act.

行政機関等（ぎょうせいきかんとう）

In Article 2(4) and Section 2 of Chapter V, the administrative organs, etc. (行政機関等) defined in Article 2(11) of the Act on the Protection of Personal Information: administrative organs (行政機関), organs of local governments (地方公共団体) other than their assemblies, and incorporated administrative agencies, etc. (独立行政法人等) and local incorporated administrative agencies (地方独立行政法人), less certain of these that that Act excludes.

個人情報保護法第二条第十一項に規定する行政機関等

住民票コード（じゅうみんひょうこーど）

The resident record code: a number, symbol or other code, of a form set by Ministry of Internal Affairs and Communications Order (総務省令), entered on a person's certificate of residence (住民票) under Article 7, item (xiii) of the Residential Basic Book Act.

住民基本台帳法（昭和四十二年法律第八十一号）第七条第十三号に規定する住民票コード

電子署名（でんししょめい）

An electronic signature as defined in Article 2(1) of the Act on Electronic Signatures and Certification Business — a measure applied to information that can be recorded electronically, which shows who made the information and allows checking whether it has been altered — that meets the standards an order of the competent ministries (主務省令) sets.

電子署名及び認証業務に関する法律（平成十二年法律第百二号）第二条第一項に規定する電子署名であって、主務省令で定める基準に適合するもの

入管特例法（にゅうかんとくれいほう）

In Article 18-5, the short name for the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan (Act No. 71 of 1991).

個人番号関係事務（こじんばんごうかんけいじむ）

Work, carried out under Article 9(4) in connection with work using Individual Numbers (個人番号利用事務), that uses other people's Individual Numbers (個人番号) to the extent needed, such as submitting documents bearing other people's numbers where a law, regulation or local ordinance (条例) requires it.

第九条第四項の規定により個人番号利用事務に関して行われる他人の個人番号を必要な限度で利用して行う事務

戸籍関係情報（こせきかんけいじょうほう）

Information, specified by Ministry of Justice Order (法務省令) as information to be provided under Article 19, item (viii) or (ix), that can be produced by computer processing of the duplicate copies (副本) of family registers (戸籍) or removed family registers (除かれた戸籍) kept on magnetic disk — such as whether a person recorded there has a parent-child or other family relationship with another, or about marriage and the forming of other family relationships — and that contains an information provision personal identification code (情報提供用個人識別符号).

戸籍又は除かれた戸籍（戸籍法第百十九条の規定により磁気ディスク（これに準ずる方法により一定の事項を確実に記録することができる物を含む。）をもって調製されたものに限る。以下この項及び第四十五条の二第一項において同じ。）の副本に記録されている情報の電子計算機処理等（電子計算機処理（電子計算機を使用して行われる情報の入力、蓄積、編集、加工、修正、更新、検索、消去、出力又はこれらに類する処理をいう。）その他これに伴う政令で定める措置をいう。以下同じ。）を行うことにより作成することができる戸籍又は除かれた戸籍の副本に記録されている者（以下この項において「戸籍等記録者」という。）についての他の戸籍等記録者との間の親子関係の存否その他の身分関係の存否に関する情報、婚姻その他の身分関係の形成に関する情報その他の情報のうち、第十九条第八号又は第九号の規定により提供するものとして法務省令で定めるものであって、情報提供用個人識別符号（同条第八号又は第九号の規定による利用特定個人情報の提供を管理し、及び当該利用特定個人情報を検索するために必要な限度で第二条第五項に規定する個人番号に代わって用いられる特定の個人を識別する符号であって、同条第九項に規定する個人番号であるものをいう。以下同じ。）をその内容に含むもの

移動端末設備（いどうたんまつせつび）

In Articles 18-2 and 18-3(1), mobile terminal equipment as defined in the Telecommunications Business Act: a user's telecommunications equipment that is the radio equipment of a radio station that moves.

電気通信事業法（昭和五十九年法律第八十六号）第十二条の二第四項第三号ロに規定する移動端末設備

カード代替電磁的記録利用者（かーどだいたいでんじてききろくりようしゃ）

In Articles 18-2 to 18-4, a person who has been issued a card-substitute electronic record (カード代替電磁的記録).

中期計画（ちゅうきけいかく）

In Articles 38-9 to 38-11, the plan the Japan Agency for Local Authority Information Systems (機構) draws up, as an order of the competent ministries (主務省令) provides, to achieve its medium-term objectives (中期目標), which needs the approval of the competent ministers (主務大臣).

第二号施行日（だいにごうしこうび）

The date the provisions listed in Article 1, item (ii) of the supplementary provisions of the amending law in question came into force.

国外転出者（こくがいてんしゅつしゃ）

A person who is recorded in no municipality's Basic Resident Register (住民基本台帳) because they notified, under Article 24 of the Residential Basic Book Act, that they were moving out of Japan (国外転出届).

住民基本台帳法第十七条第三号に規定する国外転出者

電子計算機処理等（でんしけいさんきしょりとう）

Computer processing (電子計算機処理) — entering, storing, editing, processing, correcting, updating, searching, erasing or outputting information by computer, or similar processing — together with the related measures a Cabinet Order (政令) sets.

電子計算機処理（電子計算機を使用して行われる情報の入力、蓄積、編集、加工、修正、更新、検索、消去、出力又はこれらに類する処理をいう。）その他これに伴う政令で定める措置

他人（たにん）

In Articles 15 and 20, anyone other than a person who belongs to one's own household (世帯).

自己と同一の世帯に属する者以外の者

条例事務関係情報提供者（じょうれいじむかんけいじょうほうていきょうしゃ）

A person in charge of work using Individual Numbers (個人番号利用事務実施者) whom Personal Information Protection Commission Rules (個人情報保護委員会規則) name as holding a specific personal information file (特定個人情報ファイル) that records the Specific Personal Information for Use (利用特定個人情報) needed for ordinance-based work under Article 19, item (ix); under that item, the side that provides the information.

当該事務を処理するために必要な利用特定個人情報を記録した特定個人情報ファイルを保有する者として個人情報保護委員会規則で定める個人番号利用事務実施者

中期目標（ちゅうきもくひょう）

Targets for the management of its operations that the Japan Agency for Local Authority Information Systems (機構) is to achieve, over a period of three to five years, in carrying out its Individual Number Card work (個人番号カード関係事務), which the competent ministers (主務大臣) set, give to it as instructions and publish.

戸籍関係情報作成用情報（こせきかんけいじょうほうさくせいようじょうほう）

In Article 45-2, information, other than family register related information (戸籍関係情報) itself, produced by computer processing of the information in the duplicate copies (副本) of family registers (戸籍) or removed family registers (除かれた戸籍) in order to prepare family register related information.

戸籍関係情報を作成するために戸籍又は除かれた戸籍の副本に記録されている情報の電子計算機処理等を行うことにより作成される情報（戸籍関係情報を除く。）

地方税（ちほうぜい）

A prefectural tax or a municipal tax, as Article 1(1)(iv) of the Local Tax Act defines local tax.

地方税法（昭和二十五年法律第二百二十六号）第一条第一項第四号に規定する地方税

情報提供用個人識別符号（じょうほうていきょうようこじんしきべつふごう）

A code that identifies a particular individual and is used in place of the Individual Number (個人番号), to the extent needed to manage and search the provision of Specific Personal Information for Use (利用特定個人情報) under Article 19, item (viii) or (ix), and which counts as an Individual Number under Article 2(9).

同条第八号又は第九号の規定による利用特定個人情報の提供を管理し、及び当該利用特定個人情報を検索するために必要な限度で第二条第五項に規定する個人番号に代わって用いられる特定の個人を識別する符号であって、同条第九項に規定する個人番号であるもの

交付市町村長（こうふしちょうそんちょう）

In Article 17(2) to (5) and Article 18-6(3)(i), the mayor of the municipality who hands an Individual Number Card (個人番号カード) to the person it was made for.

プログラム（ぷろぐらむ）

In Articles 18-2 to 18-4, a program as defined in Article 2(2) of the Act on Facilitation of Information Processing: instructions to a computer combined so that they produce one result.

情報処理の促進に関する法律（昭和四十五年法律第九十号）第二条第二項に規定するプログラム

条例事務関係情報照会者（じょうれいじむかんけいじょうほうしょうかいしゃ）

The head or other executive organ of a local government (地方公共団体), named in Personal Information Protection Commission Rules (個人情報保護委員会規則), that handles work set by local ordinance (条例) under Article 9(2) which those Rules specify as work, comparable to specified work using Individual Numbers (特定個人番号利用事務), to be made more efficient by receiving specific personal information (特定個人情報) promptly.

第九条第二項の規定に基づき条例で定める事務のうち特定個人番号利用事務に準じて迅速に特定個人情報の提供を受けることによって効率化を図るべきものとして個人情報保護委員会規則で定めるものを処理する地方公共団体の長その他の執行機関であって個人情報保護委員会規則で定めるもの

取得番号（しゅとくばんごう）

In Article 21-2, a number assigned for obtaining an information provision personal identification code (情報提供用個人識別符号), different for each individual it is meant to identify so that it identifies that individual, which a Digital Agency Order (デジタル庁令) specifies and which is neither an Individual Number (個人番号) nor a resident record code (住民票コード).

The information recorded electronically on an Individual Number Card (個人番号カード): the name, name reading (omitted for a foreign resident (外国人住民)), address, date of birth, sex and Individual Number (個人番号), the other matters a Cabinet Order (政令) sets, and further matters an order of the competent ministries (主務省令) sets.

A person without Japanese nationality who has an address in a municipality and is a mid- to long-term resident (中長期在留者), a special permanent resident (特別永住者), a person granted landing permission for temporary refuge or permission for provisional stay, or a person allowed to stay on for up to 60 days after birth in Japan or loss of Japanese nationality (経過滞在者).
