    Until the date specified by Cabinet Order, a prefecture is to carry out a project (hereinafter referred to as "sickbed conversion promotion services") to subsidize the expenses required for a conversion of beds (meaning reducing the number of beds of the type specified by Order of the Ministry of Health, Labour and Welfare among the types of beds listed in the items of Article 7, paragraph (2) of the Medical Care Act, while increasing the maximum number of persons who may be admitted, by new establishment or expansion, to a long-term care medical institution prescribed in Article 8, paragraph (2829) of the Long-Term Care Insurance Act or another facility specified by Order of the Ministry of Health, Labour and Welfare, within a number equivalent to the number of reduced beds; the same applies hereinafter) carried out by the establisher of the hospital or clinic that is a medical institution providing services covered by health insurance, with regard to a medical institution providing services covered by health insurance in the area of the prefecture (limited to one established by a medical corporation or another person specified by Order of the Ministry of Health, Labour and Welfare), in order to promote the optimization of medical expenses in the prefecture.

    都道府県は、政令で定める日までの間、当該都道府県における医療費適正化を推進するため、当該都道府県の区域内にある保険医療機関（医療法人その他の厚生労働省令で定める者が開設するものに限る。）に対し、当該保険医療機関である病院又は診療所の開設者が行う病床の転換（医療法第七条第二項各号に掲げる病床の種別のうち厚生労働省令で定めるものの病床数を減少させるとともに、介護保険法第八条第二十八九項に規定する介護医療院その他の厚生労働省令で定める施設について新設又は増設により、病床の減少数に相当する数の範囲内において入所定員を増加させることをいう。以下同じ。）に要する費用を助成する事業（以下「病床転換助成事業」という。）を行うものとする。
