If cargo constituting insured property arrives at the destination damaged or partially lost, the insurer is liable to compensate for the amount arrived at when the insured value (or the agreed insured value, if specified) is multiplied by the proportion of the amount set forth in item (i) to the amount set forth in item (ii):
the amount arrived at when the value of the cargo that has been damaged or partially lost is deducted from the value that the cargo would have if it had not been damaged or partially lost; and
