Article 24Control of Secrecy

第二十四条（秘密の管理）

The Prime Minister, the Person Referring Information and the Person Providing Information, with regard to the secrecy regarding the process for information provision, etc. (meaning processes related to requests for provision or provision of Specific Personal Information for Use pursuant to the provisions of Article 19, item (viii) of this Act; hereinafter the same applies in this Article and the following Article), in order to prevent divulgation and properly control the secrecy, must ensure the safety and reliability of the Information Providing Network System and of the computers used for the process for information provision, etc. by the Person Referring Information and the Person Providing Information, and take other necessary measures.

内閣総理大臣並びに情報照会者及び情報提供者は、情報提供等事務（第十九条第八号の規定による利用特定個人情報の提供の求め又は提供に関する事務をいう。以下この条及び次条において同じ。）に関する秘密について、その漏えいの防止その他の適切な管理のために、情報提供ネットワークシステム並びに情報照会者及び情報提供者が情報提供等事務に使用する電子計算機の安全性及び信頼性を確保することその他の必要な措置を講じなければならない。

Information Providing Network System
情報提供ネットワークシステム（じょうほうていきょうねっとわーくしすてむ）
The computer network, set up and managed by the Prime Minister (内閣総理大臣) under Article 21(1), that links by telecommunications lines the computers of administrative organs, local government bodies, incorporated administrative agencies and the other bodies Article 2(15) lists, including the persons referring and providing information under Article 19, items (viii) and (ix), to manage the provision of Specific Personal Information for Use (利用特定個人情報) under those items by encrypted communication.
行政機関の長等（行政機関の長、地方公共団体の機関、独立行政法人等、地方独立行政法人（地方独立行政法人法（平成十五年法律第百十八号）第二条第一項に規定する地方独立行政法人をいう。以下同じ。）及び機構並びに第十九条第八号に規定する情報照会者及び情報提供者並びに同条第九号に規定する条例事務関係情報照会者及び条例事務関係情報提供者をいう。第七章を除き、以下同じ。）の使用に係る電子計算機を相互に電気通信回線で接続した電子情報処理組織であって、暗号その他その内容を容易に復元することができない通信の方法を用いて行われる第十九条第八号又は第九号の規定による利用特定個人情報の提供を管理するために、第二十一条第一項の規定に基づき内閣総理大臣が設置し、及び管理するもの

The specific personal information (特定個人情報) that an order of the competent ministries (主務省令) specifies as needed to handle specified work using Individual Numbers (特定個人番号利用事務).
