The provisions of Article 6-2 of the Consumer Contract Act as amended by the provisions set forth in Article 1, item (ii) of the Supplementary Provisions do not apply to the obligation of a consumer who has received a payment to refund that payment, in the case where the payment was made in performance of an obligation under a consumer contract before the provisions set forth in that item come into effect.
