This Act comes into effect as of the day on which one year has elapsed from the date of promulgation; provided, however, that the provisions of Articles 3 and 5 of the Supplementary Provisions come into effect as of the date of promulgation.

①With regard to a manifestation of an intention to be bound by the offer of a consumer contract or by the acceptance of such an offer made before this Act comes into effect, the provisions then in force continue to govern, notwithstanding the provisions of Article 4, paragraph (2) of the Consumer Contract Act as amended by this Act (hereinafter referred to as "the new Act") (including as applied mutatis mutandis pursuant to Article 5, paragraph (1) of the new Act).

②The provisions of Article 4, paragraph (3), items (iii) through (viii) of the new Act (including where these provisions are applied mutatis mutandis pursuant to Article 5, paragraph (1) of the new Act) do not apply to a manifestation of an intention to be bound by the offer of a consumer contract or by the acceptance of such an offer made before this Act comes into effect.

③With regard to the clauses of a consumer contract entered into before this Act comes into effect, the provisions then in force continue to govern, notwithstanding the provisions of Article 8, paragraph (1) and Article 8-2 of the new Act.

④The provisions of Article 8-3 of the new Act do not apply to the clauses of a consumer contract entered into before this Act comes into effect.

Beyond what is provided for in the preceding Article, transitional measures necessary in connection with the enforcement of this Act are specified by Cabinet Order.

The Government is to review the status of enforcement of the new Act, while taking into consideration the state of harm to consumers, the state of implementation of the various measures for protecting the interests of consumers, and other changes in socioeconomic conditions, and, when it finds it to be necessary, take the required measures based on the results of the review.
