第一条（施行期日）

この法律は、平成七年十月一日から施行する。ただし、第二条並びに附則第三条、第五条、第七条、第十一条、第十三条、第十四条、第十六条、第十八条、第二十条及び第二十二条の規定は、平成十一年四月一日から施行する。
