This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding one year and six months from the date of promulgation; provided, however, that the provisions of Article 3 of the Supplementary Provisions come into effect as of the date of promulgation.

The provisions of Chapter II, Section 3 of the Act against Unjustifiable Premiums and Misleading Representations as amended by this Act (referred to as "the new Act" below) apply to acts subject to administrative monetary penalty prescribed in Article 8, paragraph (1) of the new Act that are committed on or after the date on which this Act comes into effect (referred to as "the effective date" in Article 7 of the Supplementary Provisions).

Beyond what is provided for in the preceding Article, the transitional measures necessary for the enforcement of this Act are specified by Cabinet Order.

In the case where five years have elapsed after this Act comes into effect, the Government is to review the status of enforcement of the new Act and, if it finds it necessary, is to take the required measures based on the results.

If the effective date is before the date on which the Act on the Arrangement of Related Acts upon the Enforcement of the Administrative Complaint Review Act (Act No. 69 of 2014) comes into effect, the phrase "Article 12, paragraph (10)" in the provision of Article 28 of that Act amending Article 12, paragraph (10) of the Act against Unjustifiable Premiums and Misleading Representations is deemed to be replaced with "Article 33, paragraph (10)".
