第四条（児童扶養手当法の一部改正に伴う経過措置）
A person who is to satisfy, on December 1, 2014, the requirements for payment of Child Rearing Allowance under the provisions of the Child Rearing Allowance Act as amended by the provisions of Article 3 (hereinafter in this Article referred to as the "New Act") (that Child Rearing Allowance is hereinafter in this Article referred to as the "new allowance", and those requirements for payment as the "new requirements for payment") (limited to a person who does not satisfy the requirements for payment of Child Rearing Allowance under the provisions of the Child Rearing Allowance Act before amendment by the provisions of Article 3 (hereinafter in this Article referred to as the "former requirements for payment")) may, even before that day, on the condition that the person satisfies the new requirements for payment on that day, take the procedure for a claim for certification under Article 6, paragraph (1) of the New Act with respect to that new allowance.
平成二十六年十二月一日において第三条の規定による改正後の児童扶養手当法（以下この条において「新法」という。）の規定による児童扶養手当（以下この条において「新手当」という。）の支給要件（以下この条において「新支給要件」という。）に該当すべき者（第三条の規定による改正前の児童扶養手当法の規定による児童扶養手当の支給要件（以下この条において「旧支給要件」という。）に該当していない者に限る。）は、同日前においても、同日に新支給要件に該当することを条件として、当該新手当について新法第六条第一項の規定による認定の請求の手続をとることができる。
Where a person who has taken the procedure under the preceding paragraph satisfies the new requirements for payment on December 1, 2014, payment of the new allowance to that person begins from that month, notwithstanding Article 7, paragraph (1) of the New Act.
Where a person listed in the following items makes a claim for certification under Article 6, paragraph (1) of the New Act by March 31, 2015, payment of the new allowance to that person begins, notwithstanding Article 7, paragraph (1) of the New Act, from the month specified respectively in those items.
A person who actually satisfies the new requirements for payment on December 1, 2014 (limited to a person who does not satisfy the former requirements for payment, and excluding a person who has taken the procedure under paragraph (1)): that month;
A person who comes to satisfy the new requirements for payment during the period from December 1, 2014 to March 31, 2015 (limited to a person who does not satisfy the former requirements for payment): the month following the month that includes the day on which the person comes to satisfy the new requirements for payment.
In applying Article 13-3 of the New Act with respect to payment of the new allowance to a person who has taken the procedure under paragraph (1) and a person listed in item (i) of the preceding paragraph, the phrase "the first day of the month containing the day on which the requirements for payment of the allowance came to be met" in paragraph (1) of that Article is deemed to be replaced with "December 1, 2014".
