In cases where a disaster involving an area of a municipality has occurred, and it is difficult to protect the lives or bodies of affected residents from the disaster or to secure places for them to live, when the mayor of the relevant municipality finds it necessary to provide the affected residents with places to stay temporarily within the area of another municipality in the same prefecture (hereinafter referred to as "wide-area temporary stay"), the mayor may consult with the mayor of that another municipality about the acceptance of the affected residents.
When the mayor of a municipality intends to conduct consultation pursuant to the provisions of the preceding paragraph, the mayor must report to the prefectural governor to that effect in advance; provided, however, that if it is difficult to report it in advance, the mayor may report it without delay after the beginning of consultation.
市町村長は、前項の規定により協議しようとするときは、あらかじめ、その旨を都道府県知事に報告しなければならない。ただし、あらかじめ報告することが困難なときは、協議の開始の後、遅滞なく、報告することをもつて足りる。
At the time of the consultation under paragraph (1), the mayor of a municipality must provide the mayor of the other municipality with which the consultation is conducted with the information, held by the mayor, relating to the matters set forth in each item of Article 90-3, paragraph (2) concerning each affected resident subject to that consultation.
In the case of paragraph (1), the mayor of a municipality who was consulted (hereinafter referred to as "consulted mayor" in this Article) is to accept affected residents except in the case of just cause for not accepting affected residents. In this case, the consulted mayor must provide accepted affected residents with a shelter in order to use it for wide-area temporary stay.
In the case of paragraph (1), the consulted mayor must determine a shelter to accept affected residents in the area of the municipality and immediately notify the person to manage the shelter and any other person designated by Disaster Management Agency Order of the details.
When the consulted mayor has made a decision under the preceding paragraph, the consulted mayor must promptly notify the mayor who consulted with the consulted mayor pursuant to the provisions of paragraph (1) (hereinafter referred to as "consulting mayor" in this Article) of the details.
When the consulting mayor has received a notification under the preceding paragraph, the mayor must promptly make a public notice, notify the person designated by Disaster Management Agency Order, and make a report to the prefectural governor of the details.
When the consulted mayor has been provided by the consulting mayor with information on the support of affected residents accepted pursuant to paragraph (4), the consulted mayor is to provide that information to those affected residents and, when requested by the consulting mayor, is to provide information on those affected residents that the consulted mayor holds.
In the case of paragraph (1), when the consulting mayor finds it no longer necessary to provide wide-area temporary stay, the mayor must promptly notify the consulted mayor and the person designated by Disaster Management Agency Order referred to in paragraph (7), make a public notice, and report to the prefectural governor to that effect.
When the consulted mayor has received a notification under the preceding paragraph, the mayor must promptly notify the person designated by Disaster Management Agency Order referred to in paragraph (5) to that effect.
