the person seeking to lodge is a patient with a specified infectious disease, etc.;
it appears likely that the person seeking to lodge would gamble or engage in other unlawful activities, or would take part in activities injurious to public morals;

a hotelier is not in a position to accommodate the person in its lodging facilities, or there are other grounds that the prefecture prescribes by ordinance.

In light of the public nature of the hotel business, and giving consideration to the circumstances, etc. of the person seeking to lodge, a hotelier is to ensure that it does not unreasonably refuse to allow persons to lodge and, in the case of refusing to allow a person to lodge, is to ensure that it is able to determine based on objective facts whether any of the items of the preceding paragraph applies and to courteously explain the reasons for this at the request of the person seeking to lodge.
