This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding one year from the date of promulgation; provided, however, that the provisions amending Article 15, paragraph (1), the provisions renumbering paragraph (2) of the same Article as paragraph (3) of the same Article and adding one paragraph after paragraph (1) of the same Article, the provisions amending Article 16, and the provisions amending Article 22, paragraphs (1) and (2) (limited to the part amending "police officer") come into effect as of the date specified by Cabinet Order within a period not exceeding six months from the date of promulgation.

A notification filed under the provisions of Article 10 of the Secondhand Goods Business Act prior to the amendment before this Act comes into effect is deemed to be a notification filed under the provisions of Article 10, paragraph (1) or (2) of the Secondhand Goods Business Act after the amendment (hereinafter referred to as "the new Act").

With regard to the application of the provisions of Article 10-2, paragraph (1) of the new Act to a person actually operating a secondhand goods auction brokerage at the time this Act comes into effect, the phrase "within two weeks from the date of commencement of the business" in that paragraph is deemed to be replaced with "by the day on which two months have elapsed from the date on which the Act Partially Amending the Secondhand Goods Business Act (Act No. 115 of 2002) comes into effect".

With regard to the application of penal provisions to acts committed before this Act comes into effect (or, with regard to the amending provisions prescribed in the proviso to Article 1 of the Supplementary Provisions, before those amending provisions come into effect), the provisions then in force continue to govern.
