A person that falls under any of the following items is punished by a fine not exceeding 1,000,000 yen:
次の各号のいずれかに該当する者は、百万円以下の罰金に処する。
a person that has violated the provisions of Article 19 (including as applied mutatis mutandis pursuant to Article 25-20);
a person that has violated the provisions of Article 20 (including as applied mutatis mutandis pursuant to Article 25-20);
a person that has violated the provisions of Article 26.
