Article 3Basic Policy

一the following matters concerning the promotion of the business activities of newly established enterprises:

イthe following matters concerning the promotion of the business activities of new small and medium-sized enterprises:

（１）the basic direction of the promotion of the business activities of new small and medium-sized enterprises;

（２）matters to be taken into consideration in promoting the business activities of new small and medium-sized enterprises;

ロthe following matters concerning developing new business fields using outside highly skilled personnel:

（１）matters concerning the content of developing new business fields using outside highly skilled personnel;

（２）matters concerning the content of the knowledge or skills that the outside highly skilled personnel utilized in developing new business fields using outside highly skilled personnel should have and the manner of their utilization;

（３）matters to be taken into consideration in promoting developing new business fields using outside highly skilled personnel;

二the following matters concerning management innovation and management capacity improvement of small and medium-sized enterprises, etc.:

イthe following matters concerning management innovation:

（１）matters concerning the content of management innovation;

（２）matters concerning the method of implementing management innovation;

（３）matters to be taken into consideration in promoting management innovation, such as the maintenance of the domestic business foundation where a business for management innovation is conducted overseas;

（４）matters to be taken into consideration in research and development concerning technology and the utilization of its results;

ロthe following matters concerning management capacity improvement:

（１）matters concerning the content of management capacity improvement;

（２）matters concerning the method of implementing management capacity improvement;

（３）matters to be taken into consideration in promoting management capacity improvement, such as the maintenance of the domestic business foundation where a business relating to management capacity improvement is conducted overseas;

（４）matters concerning the content of business restructuring investment;

（５）matters concerning the method of implementing business restructuring investment;

（６）matters to be taken into consideration in promoting business restructuring investment;

ハthe following matters concerning the development of a support system for management innovation and management capacity improvement:

（１）matters concerning the content of support work for management innovation, etc. (meaning the support work for management innovation, etc. prescribed in Article 31, paragraph (1); the same applies hereinafter in this item);

（２）matters concerning the system for implementing support work for management innovation, etc.;

（３）matters to be taken into consideration in implementing support work for management innovation, etc.;

（５）matters concerning the system for implementing business-field management capacity improvement promotion work;

（６）matters to be taken into consideration in implementing business-field management capacity improvement promotion work;

（７）matters concerning the content of information processing support work (meaning the information processing support work prescribed in Article 43, paragraph (1); the same applies hereinafter in this item);

（８）matters concerning the system for implementing information processing support work;

（９）matters to be taken into consideration in implementing information processing support work;

三the following matters concerning the promotion of the introduction of advanced equipment, etc. by small and medium-sized enterprises:

イmatters concerning the setting of targets for the promotion of the introduction of advanced equipment, etc.;

ロbasic matters concerning the promotion of the introduction of advanced equipment, etc.;

ハmatters to be taken into consideration in promoting the introduction of advanced equipment, etc.;

四the following matters concerning business continuity enhancement of small and medium-sized enterprises:

イthe following matters concerning the content of business continuity enhancement carried out independently:

（１）response procedures for when a natural disaster, etc. occurs;

（２）equipment, machinery and apparatus that contribute to business continuity enhancement;

（３）means of raising funds for continuing business activities;

（４）cooperation in business continuity enhancement by a consigning business operator (meaning a consigning business operator prescribed in Article 2, paragraph (4) of the Act on the Promotion of Small and Medium-Sized Contractor Enterprises (Act No. 145 of 1970); the same applies hereinafter), a financial institution related to the government, or any other person;

（５）efforts to ensure the effectiveness of business continuity enhancement;

（６）measures and efforts that contribute to business continuity enhancement, other than those listed in (1) through (5);

ロthe following matters concerning the content of business continuity enhancement carried out jointly (hereinafter referred to as "joint business continuity enhancement"):

（１）the manner of cooperation in joint business continuity enhancement;

（２）equipment, machinery and apparatus that contribute to joint business continuity enhancement;

（３）cooperation in joint business continuity enhancement by a local government, a commercial association, a chamber of commerce, a federation of small business associations, or any other person;

（４）efforts to ensure the effectiveness of joint business continuity enhancement;

ハmatters to be taken into consideration in promoting business continuity enhancement.
