Except as otherwise specified by laws and regulations or when a special action is undertaken within the limits of the budget, expenses for disaster prevention and emergency disaster control measures and other expenses for the implementation of this Act are to be borne by parties responsible for its implementation.
法令に特別の定めがある場合又は予算の範囲内において特別の措置を講じている場合を除くほか、災害予防及び災害応急対策に要する費用その他この法律の施行に要する費用は、その実施の責めに任ずる者が負担するものとする。
