Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Act comes into effect as of April 1, 2004.
この法律は、平成十六年四月一日から施行する。

第三十八条（罰則の適用に関する経過措置）
Prior laws continue to govern the applicability of penal provisions to acts which a person has committed before this Act comes into effect.
この法律の施行前にした行為に対する罰則の適用については、なお従前の例による。
Supplementary Provisions, Article 39Delegation of Other Transitional Measures to Cabinet Order
第三十九条（その他の経過措置の政令への委任）
Beyond what is provided for in this Act, Cabinet Order prescribes the transitional measures necessary for the enforcement of this Act.
この法律に規定するもののほか、この法律の施行に伴い必要な経過措置は、政令で定める。
