In order to achieve stable and effective implementation of the Program for Promoting the Protection of Injured Parties, etc., the Minister of Land, Infrastructure, Transport and Tourism is to prepare a plan establishing matters concerning the implementation of the Program for Promoting the Protection of Injured Parties, etc. (hereinafter referred to as the "Plan for Promoting the Protection of Injured Parties, etc.").
国土交通大臣は、被害者保護増進等事業の安定的かつ効果的な実施を図るため、被害者保護増進等事業の実施に関する事項を定めた計画（以下「被害者保護増進等計画」という。）を作成するものとする。
The matters to be specified in the Plan for Promoting the Protection of Injured Parties, etc. are as follows:
被害者保護増進等計画に定める事項は、次のとおりとする。
matters to be taken into consideration when implementing the Program for Promoting the Protection of Injured Parties, etc., such as the actual living conditions of injured parties and the status of the occurrence of automobile accidents;
被害者の生活の実態、自動車事故の発生の状況その他の被害者保護増進等事業の実施に際し考慮すべき事項
matters concerning the targets of the Program for Promoting the Protection of Injured Parties, etc.;
被害者保護増進等事業の目標に関する事項
matters concerning the outline of the Program for Promoting the Protection of Injured Parties, etc. to be implemented to achieve the targets referred to in the preceding item.
前号の目標の達成のため実施すべき被害者保護増進等事業の概要に関する事項
When preparing the Plan for Promoting the Protection of Injured Parties, etc., the Minister of Land, Infrastructure, Transport and Tourism must, in advance, take the measures necessary to reflect the opinions of injured parties and other persons concerned, and consult with the Minister of Finance.
国土交通大臣は、被害者保護増進等計画を作成するときは、あらかじめ、被害者その他の関係者の意見を反映させるために必要な措置を講ずるとともに、財務大臣に協議しなければならない。
When the Minister of Land, Infrastructure, Transport and Tourism has prepared the Plan for Promoting the Protection of Injured Parties, etc., the Minister must publish it without delay.
国土交通大臣は、被害者保護増進等計画を作成したときは、遅滞なく、これを公表しなければならない。
The provisions of the preceding two paragraphs apply mutatis mutandis to changes to the Plan for Promoting the Protection of Injured Parties, etc.
前二項の規定は、被害者保護増進等計画の変更について準用する。
