This Act comes into effect as of the date specified by Cabinet Order within a period not exceeding 1 year from the date of promulgation; provided, however, that the provisions of the following Article and Article 8 of the Supplementary Provisions come into effect as of the date of promulgation.

①An organ that establishes administrative orders or other orders as prescribed in Article 2, item (viii) of the Administrative Procedure Act as amended by this Act (referred to below as "the new Act") (referred to below in this Article as "administrative orders or other orders") (referred to below in this Article as an "organ establishing administrative orders or other orders") may, when it intends to establish administrative orders or other orders, follow the provisions of Chapter VI of the new Act even before this Act comes into effect. In this case, the procedures implemented in accordance with the provisions of that Chapter are deemed, with regard to the application of the new Act, to have been implemented by the organ establishing administrative orders or other orders pursuant to the provisions of that Chapter.

②Except in the cases where the preceding paragraph applies, the provisions of Chapter VI of the new Act do not apply to administrative orders or other orders that an organ establishing administrative orders or other orders establishes within 60 days from the date on which this Act comes into effect.
