If the Minister of Health, Labour and Welfare gives recommendations under the provisions of paragraph (1) of the preceding Article to an employer who has violated the provisions of Articles 5 through 7, Article 9, paragraphs (1) through (3), Article 11, paragraphs (1) and (2) (including as applied mutatis mutandis pursuant to Article 11-3, paragraph (2), Article 17, paragraph (2), and Article 18, paragraph (2)), Article 11-3, paragraph (1), Article 12, and Article 13, paragraph (1), and the employer fails to comply with the recommendations, the Minister may make a public announcement of the violation.
