For business operators of the applicable business set forth in Article 3, paragraph (1) of the Industrial Accident Insurance Act, the insurance relation of labor insurance pertaining to industrial accident insurance in respect of such business (hereinafter referred to as the "insurance relation") is established on the date the business is commenced.
