Article 39Certified Business-Field Management Capacity Improvement Promotion Bodies
第三十九条（認定事業分野別経営力向上推進機関）
The competent minister may, as specified by order of the competent ministry, certify, upon application and for each business field, a person that carries out the work prescribed in the following paragraph (hereinafter referred to as "business-field management capacity improvement promotion work") in a business field for which business-field guidelines have been established, and that is found to conform to the business-field guidelines, as a person that carries out business-field management capacity improvement promotion work.
A person that has received the certification referred to in the preceding paragraph (hereinafter referred to as a "certified business-field management capacity improvement promotion body") is to carry out the following work:
前項の認定を受けた者（以下「認定事業分野別経営力向上推進機関」という。）は、次に掲げる業務を行うものとする。
to carry out dissemination, awareness-raising and training regarding the matters provided for in the business-field guidelines in that business field;
当該事業分野における事業分野別指針に定められた事項に関する普及啓発及び研修を行うこと。
to collect, organize and analyze information, and to conduct research and study, in order to enrich the latest knowledge concerning management capacity improvement in that business field.
当該事業分野における経営力向上に関する最新の知見の充実を図るため、これに関する情報の収集、整理及び分析並びに調査研究を行うこと。
A person who seeks to obtain the certification referred to in paragraph (1) must submit to the competent minister a written application stating the following matters, as specified by order of the competent ministry.
第一項の認定を受けようとする者は、主務省令で定めるところにより、次に掲げる事項を記載した申請書を主務大臣に提出しなければならない。

the following matters concerning business-field management capacity improvement promotion work:
事業分野別経営力向上推進業務に関する次に掲げる事項
the content of the business-field management capacity improvement promotion work;
the system for implementing the business-field management capacity improvement promotion work;
事業分野別経営力向上推進業務の実施体制
other matters specified by order of the competent ministry, in addition to those set out in (a) and (b).
イ及びロに掲げるもののほか、主務省令で定める事項
A certified business-field management capacity improvement promotion body must notify the competent minister to that effect without delay when there is a change in the matters set out in items (i) and (ii) of the preceding paragraph, and in advance when it intends to make a change in the matters set out in item (iii), (a) through (c) of that paragraph (excluding minor changes specified by order of the competent ministry).
認定事業分野別経営力向上推進機関は、前項第一号及び第二号に掲げる事項に変更があったときは遅滞なく、同項第三号イからハまでに掲げる事項の変更（主務省令で定める軽微な変更を除く。）をしようとするときはあらかじめ、その旨を主務大臣に届け出なければならない。
