Article 24Special Provisions for the Japan Finance Corporation Act and the Okinawa Development Finance Corporation Act
第二十四条（株式会社日本政策金融公庫法及び沖縄振興開発金融公庫法の特例）
The Japan Finance Corporation may, in addition to the business prescribed in Article 11 of the Japan Finance Corporation Act (Act No. 57 of 2007), conduct the following business.
株式会社日本政策金融公庫は、株式会社日本政策金融公庫法（平成十九年法律第五十七号）第十一条に規定する業務のほか、次に掲げる業務を行うことができる。
where a specified business operator carries out management innovation jointly with all or part of its foreign affiliated corporation, etc., conducting the business of lending to that foreign affiliated corporation, etc. long-term funds that the foreign affiliated corporation, etc. needs in order to carry out an approved management innovation project overseas;

providing a guarantee of obligations (including acts of assuming obligations that are equivalent to a guarantee of obligations; the same applies hereinafter in this paragraph and Article 63, paragraph (1)) pertaining to borrowing of long-term funds (limited to borrowing from a foreign bank or other financial institution specified by Order of the Ministry of Economy, Trade and Industry and Ministry of Finance Order; the same applies hereinafter in this paragraph and Article 63, paragraph (1)) that a specified business operator (including, where the specified business operator carries out management innovation jointly with all or part of its foreign affiliated corporation, etc., that foreign affiliated corporation, etc.) needs in order to carry out an approved management innovation project overseas;
providing a guarantee of obligations pertaining to borrowing of long-term funds that a specified business operator (including, where the specified business operator carries out management capacity improvement jointly with all or part of its foreign affiliated corporation, etc., that foreign affiliated corporation, etc.) needs in order to carry out a certified management capacity improvement project overseas.
The business of lending funds to a foreign affiliated corporation, etc. under items (i) and (ii) of the preceding paragraph is, for the purposes of the application of the Japan Finance Corporation Act, deemed to be business under Article 11, paragraph (1), item (i) of that Act of lending the funds listed in the right-hand column of Appended Table 1, item (xiv) of that Act to the persons listed in the middle column of Appended Table 1, item (xiv) of that Act.
A guarantee of obligations under paragraph (1), items (iii) and (iv) is, for the purposes of the application of the Japan Finance Corporation Act, deemed to be business listed in the right-hand column of Appended Table 2, item (iv) of that Act under Article 11, paragraph (1), item (ii) of that Act.
In addition to the business prescribed in Article 11 of the Japan Finance Corporation Act or Article 19 of the Okinawa Development Finance Corporation Act (Act No. 31 of 1972), the Japan Finance Corporation or the Okinawa Development Finance Corporation may conduct the business of lending long-term funds that a specified business operator needs in order to carry out an approved management innovation project or a certified management capacity improvement project, to a specified business operator that carries out that project (limited to a person listed in Article 2, paragraph (5), items (i) through (iv), and excluding one that falls under a small and medium-sized enterprise prescribed in Article 2, item (iii) of the Japan Finance Corporation Act) and that carries on the specified small and medium-sized enterprise business prescribed in item (iii), (a) of that Article.
