A funds transfer service provider (資金移動業者) registered under Article 37 of the Payment Services Act, other than a foreign company engaged in banking, that engages exclusively in funds transfer business — carrying on exchange transactions (為替取引) as a business by someone other than a bank or similar institution — and other services set by Cabinet Office Order (内閣府令): one of the kinds of company a bank or a bank holding company may have as a subsidiary.
