When the Minister for Foreign Affairs finds it necessary due to abrupt changes in the state of affairs in Japan or abroad, humanitarian grounds, or other grounds, the Minister may give necessary instructions to the prefectural governor concerning the affairs to be conducted by the prefectural governor pursuant to the provisions of this Act or Cabinet Order based on this Act.
外務大臣は、国内外の情勢の急激な変化、人道上の理由その他の事由により必要と認めるときは、都道府県知事に対し、この法律又はこの法律に基づく政令の規定により都道府県知事が行う事務に関し必要な指示を行うことができる。
