Supplementary Provisions, Article 6
第六条
A prefecture may establish a financial stabilization fund even before the date of enforcement of this Act (hereinafter referred to as the "Effective Date"), in accordance with the provisions of Article 81-2, paragraph (1) of the National Health Insurance Act as Amended in 2018.
都道府県は、この法律の施行の日（以下「施行日」という。）前においても、平成三十年改正後国保法第八十一条の二第一項の規定の例により、財政安定化基金を設けることができる。
Where a prefecture has established a financial stabilization fund pursuant to the preceding paragraph, the prefecture is not to be able to use the fund to cover the expenses necessary for the projects listed in the items of Article 81-2, paragraph (1) of the National Health Insurance Act as Amended in 2018 until the day before the Effective Date.
都道府県は、前項の規定により財政安定化基金を設けた場合には、施行日の前日までの間は、平成三十年改正後国保法第八十一条の二第一項各号に掲げる事業に必要な費用に充てることができないものとする。
The national government may, for the time being, within the scope of the budget, subsidize a prefecture for the funds necessary to be appropriated to the financial resources of the financial stabilization fund prescribed in Article 81-2 of the National Health Insurance Act as Amended in 2018 (including a fund established pursuant to paragraph (1)).
国は、当分の間、予算の範囲内において、都道府県に対し、平成三十年改正後国保法第八十一条の二に規定する財政安定化基金（第一項の規定により設けられた場合を含む。）の財源に充てるため必要な資金を補助することができる。
