The provisions then in force continue to govern the share of the national treasury, adjusting subsidies and subsidies for the expenses required for benefits for medical treatment provided before April 1, 1990 and for payment of specified medical expenses, medical expenses and high-cost medical expenses paid before that date, and for the expenses required for payment of medical expense contributions under the provisions of the Act on Health and Medical Services for the Elderly (Act No. 80 of 1982) for fiscal years up to and including fiscal 1989.
