A person who falls under any of the following items is punished with a fine not exceeding 100,000 yen:
次の各号のいずれかに該当する者は、十万円以下の罰金に処する。
a person who violates the provisions of Article 23, paragraph (1); or
第二十三条第一項の規定に違反した者
a person who refuses to present a passport in violation of the provisions of Article 23, paragraph (3).
