一the minister or commission specified in each of (a) through (e) below, in accordance with the category of specified business operator listed in (a) through (e) below, with regard to matters pertaining to that specified business operator (excluding the matters listed in the following item through item (iv)):

イa specified business operator other than those listed in (b) through (e): the minister or commission that is the administrative agency specified in paragraph (1) of the preceding Article;

ロa specified business operator listed in Article 2, paragraph (2), item (viii) and item (ix): the competent minister prescribed in Article 98, paragraph (2) of the Agricultural Co-operatives Act;

ハa specified business operator listed in Article 2, paragraph (2), items (x) through (xiii) and item (xx): the competent minister prescribed in Article 127, paragraph (2) of the Fishery Industry Cooperative Act;

ニa specified business operator listed in Article 2, paragraph (2), item (xlii): the Minister of Land, Infrastructure, Transport and Tourism;

ホa specified business operator listed in Article 2, paragraph (2), item (xlvii): the Minister of Internal Affairs and Communications;

二the matters listed in the items of paragraph (2) of the preceding Article: the ministers specified in (a) through (c) of the preceding item and the Minister of Finance;

三the matters prescribed in that paragraph concerning a specified business operator prescribed in paragraph (3) of the preceding Article: the Prime Minister;

四the matters prescribed in that paragraph concerning a specified business operator prescribed in paragraph (4) of the preceding Article: the National Public Safety Commission.
