In order to promote the support, etc. referred to in Article 9, paragraph (1) and the preceding two Articles, the national government and local public entities must endeavor to develop the necessary systems, and to take the financial measures necessary for implementing policies relating to support for voluntary organizational activities in the private sector and any other necessary measures.
