Supplementary Provisions, Article 1Effective Date
第一条（施行期日）
This Cabinet Order comes into effect as of the date of enforcement (July 9, 2012) of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan, and Other Matters (Act No. 79 of 2009; referred to as the "Amending Act" in the following Article).
この政令は、出入国管理及び難民認定法及び日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法の一部を改正する等の法律（平成二十一年法律第七十九号。次条において「改正法」という。）の施行の日（平成二十四年七月九日）から施行する。

第二条（経過措置）
In the application of Article 3 to a case where a special permanent resident has made a notification under the provisions of Article 10, paragraph (2) of the Act by submitting an alien registration certificate prescribed in the Alien Registration Act (Act No. 125 of 1952) prior to its repeal under the provisions of Article 4 of the Amending Act, which is deemed to be a special permanent resident certificate pursuant to the provisions of Article 28, paragraph (1) of the Supplementary Provisions of the Amending Act, the phrase "the number of the special permanent resident certificate" in item (ii) of Article 3 is deemed to be replaced with "the registration number of the alien registration certificate prescribed in the Alien Registration Act (Act No. 125 of 1952) prior to its repeal under the provisions of Article 4 of the Act Partially Amending the Immigration Control and Refugee Recognition Act and the Special Act on the Immigration Control of, inter alia, those who have lost Japanese Nationality pursuant to the Treaty of Peace with Japan, and Other Matters (Act No. 79 of 2009)".
Supplementary Provisions, Article 3Special Provisions on the Fee for Issuance of Specified Special Permanent Resident Certificates
第三条（特定特別永住者証明書の交付に係る手数料に係る特例）
The cases specified by Cabinet Order prescribed in Article 16-2, paragraph (16) of the Act are, for the time being, in addition to the cases set forth in the items of Article 9, paragraph (2), the following cases.
法第十六条の二第十六項の政令で定める場合は、当分の間、第九条第二項各号に掲げる場合のほか、次に掲げる場合とする。
a case where, if a special permanent resident (limited to a person recorded in the Basic Resident Register) has been issued a special permanent resident certificate pursuant to the provisions of Article 7, paragraph (2) of the Act, the special permanent resident is issued a specified special permanent resident certificate pursuant to the provisions of Article 16-2, paragraph (6) or (9) of the Act on the basis of an application under the provisions of Article 16-2, paragraph (1) of the Act (limited to the part pertaining to an application under the second sentence of Article 14, paragraph (1) of the Act) (limited to an application made on the date of issuance of that special permanent resident certificate) or a request under the provisions of Article 16-2, paragraph (4) of the Act made together with that application;
特別永住者（住民基本台帳に記録されている者に限る。）が、法第七条第二項の規定により特別永住者証明書の交付を受けた場合において、法第十六条の二第一項（法第十四条第一項後段の規定による申請に係る部分に限る。）の規定による申請（当該特別永住者証明書の交付の日において行うものに限る。）又は当該申請に併せてされた法第十六条の二第四項の規定による申出に基づき同条第六項又は第九項の規定により特定特別永住者証明書の交付を受けるとき。
a case where a specified special permanent resident certificate is issued pursuant to the provisions of Article 16-2, paragraph (7) or (9) of the Act on the basis of an application under the provisions of Article 16-2, paragraph (2) of the Act (excluding an application made by a special permanent resident who has been issued a specified special permanent resident certificate) or a request under the provisions of Article 16-2, paragraph (4) of the Act made together with that application;
法第十六条の二第二項の規定による申請（特定特別永住者証明書の交付を受けた特別永住者が行うものを除く。）又は当該申請に併せてされた同条第四項の規定による申出に基づき同条第七項又は第九項の規定により特定特別永住者証明書の交付を受けるとき。
a case where a specified special permanent resident certificate is issued pursuant to the provisions of Article 16-2, paragraph (8) of the Act on the basis of an application under the provisions of Article 16-2, paragraph (3) of the Act.
法第十六条の二第三項の規定による申請に基づき同条第八項の規定により特定特別永住者証明書の交付を受けるとき。
