第二条（経過措置）
The provisions of the Consumer Safety Act after the revision by the provisions of Article 1 also apply to an Actual or Potential Accident Involving Bodily Harm that occurred before this Act comes into effect.
第一条の規定による改正後の消費者安全法の規定は、この法律の施行前に発生した生命身体事故等にも適用する。

Actual or Potential Accident Involving Bodily Harm
「生命身体事故等」
An accident in which a consumer suffers harm to life or body to the degree a Cabinet Order (政令) sets, or a situation likely to cause such an accident, as listed in Article 2, paragraph (5), items (i) and (ii).
